Subject: Resolution accepting a grant for the City of Miami Public Access Defibrillation Demonstration
Projects (PADDP) from the U.S. Department of Health & Human Services pass through Miami -Dade
County.
Purpose of Item:
Resolution establishing a new special revenue fund entitled: "Public Access Defibrillation
Demonstration Projects ("PADDP") Grant Award Funds," and appropriating funds, in the amount of
$103,400 commencing October 1, 2004 through September 30, 2005, and over the next three years if
any additional funding becomes available, consisting of a pass through grant award from the United
States ("U.S.") Department of Health & Human Services and apportioned by the Miami -Dade County
Board of Commissioners to increase the survivability of sudden cardiac arrest victims throughout the
City of Miami; authorizing the City Manager to accept the grant award and to execute the necessary
documents, to implement acceptance of grant; authorizing the City Manager to execute a Grant
Application Agreement for automatic external defibrillator ("AED") placement, in substantially the
attached form, with various selective organizations within the City of Miami jurisdiction, in
accordance with the PADDP.

The City of Miami and Miami -Dade Counties have developed a partnership to address the need for a
Public Access Defibrillator ("PAD") program within Miami -Dade County. As agencies that support
each other with mutual aid combing efforts to provide a comprehensive program is a necessity to
ensure the survivability of our residents.
The U.S. Department of Health & Human Services has granted an award entitled: "Public Access
Defibrillation Demonstration Projects ("PADDP") in the total amount of $299,643 to Miami -Dade
County, in which the City of Miami was apportioned $103,400 for the period of October 1, 2004
through September 30, 2005, and over the next years if any additional funding becomes available.
This program proposes a different alternative to the more traditional methods implemented by our
firefighters and emergency response units. It involves the community by training them to
immediately detect a potential sudden cardiac arrest ("SCA") and respond to it by providing
AED/CPR procedures . In addition, the PADDP involves placing AEDS into the community settings
for easy access and quick defibrillation of SCA patients, thus improving the opportunity for a person
to survive a SCA.
The City of Miami will use these funds as stipulated by said grant to implement a PADDP designed
for the general public to lower the response and shock time known as "Time to Shock" and also
deliver cardiopulmonary resuscitation when a sudden cardiac arrest situation occurs, thus increasing,
the possibility of saving human lives.
It is now appropriate to accept said grant award, establish a special revenue fund, and appropriate the
said grant award therein for fiscal year 2004 for the Department of Fire -Rescue; further authorizing
the City Manager to execute agreements with various selective organizations within the City of Miami
jurisdiction, in accordance with the PADDP.
