A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED:
"PUBLIC ACCESS DEFIBRILLATION DEMONSTRATION PROJECTS ("PADDP")
GRANT AWARD FUNDS," AND APPROPRIATING FUNDS, IN THE AMOUNT OF
$103,400, CONSISTING OF A PASS THROUGH GRANT AWARD FROM THE
UNITED STATES DEPARTMENT OF HEALTH & HUMAN SERVICES AND
APPORTIONED BY THE MIAMI-DADE COUNTY BOARD OF COMMISSIONERS
COMMENCING OCTOBER 1, 2004 THROUGH SEPTEMBER 30, 2005, AND
CONTINUING FOR THE NEXT THREE YEARS IF ANY ADDITIONAL FUNDING
BECOMES AVAILABLE, TO INCREASE THE SURVIVABILITY OF SUDDEN
CARDIAC ARREST VICTIMS THROUGHOUT THE CITY OF MIAMI ("CITY");
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND TO
EXECUTE THE NECESSARY DOCUMENTS, TO IMPLEMENT ACCEPTANCE OF
SAID GRANT AWARD; AUTHORIZING THE CITY MANAGER TO EXECUTE A
GRANT APPLICATION AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM,
FOR AUTOMATIC EXTERNAL DEFIBRILLATOR PLACEMENT, WITH VARIOUS
SELECTIVE ORGANIZATIONS WITHIN THE CITY JURISDICTION, IN
ACCORDANCE WITH THE PADDP.
WHEREAS, the City of Miami ("City") has a need to implement a Public Access Defibrillation
Demonstration Projects ("PADDP") designed for the general public to lower the response and shock
time known as "Time To Shock" and also deliver cardiopulmonary resuscitation when a sudden
cardiac arrest situation occurs, thus increasing the possibility of saving human lives; and
WHEREAS, the United States Department of Health & Human Services has granted an award
entitled: "PADDP" in the total amount of $299,643 to Miami -Dade County, in which the City was
apportioned $103,400 for the period of October 1, 2004 through September 30, 2005, and continuing
over the next three years if any additional funding becomes available; and
WHEREAS, this program proposes a different alternative to the more traditional methods
implemented by our firefighters and emergency response units by involving the community by training
them to immediately detect a potential sudden cardiac arrest ("SCA") and respond to it by providing
Automated External Defibrillators ("AED")/Cardiopulmonary Resuscitation procedures; and
WHEREAS, the PADDP involves placing AEDs into community settings for easy access and quick
defibrillation of SCA patients, thus improving the opportunity for a person to survive a SCA; and
WHEREAS, as stipulated in the grant award, the City Department of Fire -Rescue will use said
funds for the acquisition of AEDs and accessories to be distributed to various organizations
throughout the City; and

WHEREAS, in accordance with the PADDP Grant, the attached Grant Application Agreement will
set forth the organizations' responsibilities in connection with the development and support of the
PADDP;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are
appropriated as described below:

APPROPRIATIONS: $103,400
Section 3. The City Manager is authorized {1} to accept said grant award and to execute the
necessary documents to implement acceptance of said grant award.
Section 4. The City Manager is authorized{1} to execute a Grant Application Agreement, in
substantially the attached form, for AED Placement with various selective organizations within the City
jurisdiction, in accordance with the PADDP.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
