(Metric) completed the Pre 9 Araycsfs for the N.E. 71" Street Storm Sewers; hereby incorporated by reference. The site is located within the limits of the City of Miami and generally bounded by Biscayne Boulevard (West), N.E. 69th Street (South), Biscayne Bay (East) and N.E. 72"d Street (North). The watershed area considered for the study totals approximately 35 acres. The purpose of the study was to identify the existing drainage systems within the project boundaries, apparent system deficiencies contributing to the current flooding at the eastern portions of the watershed and to analyze different improvement methods for stormwater disposal to alleviate ponding within the site. Five Drainage improvement Alternatives were considered in the study and Alternative # 5 was selected as the best option to alleviate flooding within the watershed. As a result, Metric is pleased to provide this proposal for the preparation of final construction documents and assistance during the permitting and construction phases of the project required to implement the improvements recommended in Alternative #5 of the Drainage Study depicted in attached Figure 1 and summarized below. B. PROJECT DESCRIPTION The proposed improvements can be described as follows: NE 72nd Street Basin • Construction of a new outfall along N.E. 72"d Street from existing downstream storm manhole to Biscayne Bay, including a new control structure. • Installation of two new gravity drainage wells in the upstream section of the NE 72"d Street Basin; west of the intersection with NE 8th Avenue, to reroute storm runoff that cannot be handled by the existing exfiltration trenches within the western portions of the basin. NE 71' Street Basin • Construction of a new outfall along N.E. 711' Street from existing downstream storm inlet to Biscayne Bay, including a new control structure. • Road reconstruction of NE 71" Street from NE 9th Place to NE 10th Avenue and a portion of NE: 10th Avenue, The roadway section will be raised to further reduce ponding within the eastern (low) portions of the NE 71" Street Basin. NE 70th Street Basin • Installation of two new gravity drainage wells in the upstream section of the NE 70th Street Basin to intercept and reduce storm runoff contributing to the eastern (low) portions of the Basin. • Remove existing interconnection of the NW 70Th Street and NE 71" Street drainage systems at the intersection of NE 71$t St. and NE 9th Place and route flows from NE 70th Street via an independent outfall to Biscayne Bay. 2 PROPOSAL CITY OF MIAMI N.E. 71st STREET STORM SEWERS PROJECT, B-5690 City of Miami Florida C. SCOPE OF SERVICES TASK 1: SURVEY a. Metric Engineering, Inc. (Metric) will retain the services of Manuel G. Vera & Associates (Surveyor) to perform a topographic survey within the Road Right of Way segments impacted by the proposed improvements identified above. b. The Surveyor shall locate all utility castings, existing driveways (identify if asphalt, concrete, etc.), mailboxes, trees (provide trunk diameter), medians, curbs, signs and all other significant above ground features for the entire width and length of the affected road right of way. c. The Surveyor shall provide rim/grate, invert and structure bottom elevations, pipe diameters and pipe direction at all drainage structures and sanitary sewer manholes. Provide cross - sectional spot elevations @ 100' intervals and at high and low points within the affected roadway, including sidewalk (front and back), swale (top and bottom), edge of pavement and centerline/baseline. All existing elevations shall be based on CITY OF MIAMI DATUM. d. The Surveyor shall prepare plan view of survey to contain ALL survey information gathered in the field and baseline of survey stationing proceeding from South to North and West to East, as applicable for each site, e. Survey shall be prepared by the SURVEYOR in AutoCAD format using size "D" (24" x 36") sheets. f. The Surveyor shall provide two (2) signed and sealed hardcopies and two (2) electronic copies to Metric. Metric shall provide One (1) hardcopy and one (1) electronic copy to the City. TASK 2: GEOTECHNICAL FIELD TESTING a. Metric will retain the services of H.R. Engineering, Inc.(Geotechnical Engineer) to perform geotechnical testing where described in the attached fee proposal from the Geotechnical Engineer. b. Actual field location of tests shall be offset to clear existing obstructions or utilities, if any. Utility clearance shall be obtained by the Geotechnical Engineer prior to performance of the tests. c. The Geotechnical Engineer shall prepare a geotechnical Report to include field test results and recommendations. d. The Testing Lab performing the tests shall fill all holes, cuts, or other excavations made during the tests to avoid the possibility of accidents or damage to any pedestrian or vehicular traffic. e. Two (2) signed and sealed sets of the test report shall be submitted by the Geotechnical Engineer to Metric. Metric shall submit One (1) signed and sealed copy of the test report to the City. 3 PROPOSAL CITY OF MIAMI N.E. 71 st STREET STORM SEWERS PROJECT, B-5690 City of Miami Florida TASK 3: DESIGN & CONSTRUCTION Phase I: Programming & Schematic Design Programming and Schematic Design Services are not included in this proposal, given that Metric has already completed the Preliminary Drainage Analysis under a previous work order that will serve as the basis for final design. Phase II: Design Development Based on the recommendations of the preliminary Drainage Analysis as described in Section IB, Topographic Survey and Geotechnical Report, Metric shall provide the following services under this phase: a. Obtain a Design Ticket from Sunshine State One Call of Florida, Inc. and request as built information from utility companies listed as having potential utilities within the project area. In addition, Metric shall request and obtain Water and Sewer As -built from MDWASD and pertinent underground records from the City's department of Public Works; if available. b. Prepare design drawings for the new roadway and drainage improvements, updated stormwater calculations, Outline Technical Specifications, Engineer's Opinion of Probable Construction Costs and updated Design Schedule. c. Submittals: ■ Submit two (2) copies of the Phase it Design package to the City for review and approval. Phase III: Construction Documents Upon receipt of Phase II review comments from the City, Metric shall prepare Final construction documents to include: a. Complete construction documents incorporating City's Phase Il review comments, showing in detail all proposed roadway and drainage improvements. The proposed drainage design shall address interconnection with existing drainage facilities, utility crossings and pavernent reconstruction on NE 71s1 Street, pavement restoration within the affected roadway segments, pertinent details for drainage wells, outfalls, drainage structures, supporting drainage calculations report. b. Contract Specifications to include edited Master Front -End, Bid Forms and sample Technical Specifications provided by the City and prepare supplemental specifications (special provisions) as needed to reflect specific conditions of the project. c. Updated Opinion of Probable Construction Costs and updated Design Schedule. d. Phase III — 50% Submittal: • Submit two (2) copies of the Phase III- 50% Construction Drawings, Specifications, Updated Opinion of Probable Construction Costs and Updated Design Schedule. 4 PROPOSAL CITY OF MIAMI N.E. 71st STREET STORM SEWERS PROJECT, B-5690 City of Miami Florida e. Prepare 90% construction drawings, specifications and drainage calculations to include 50% review comments received from the City, updated Opinion of Probable Construction Costs for the proposed drainage improvements, updated Design Schedule and Contract Specifications. e. Phase III — 90% Submittal: f. Submit two (2) copies of the Phase III- 90% Construction Drawings, Specifications, Updated Opinion of Probable Construction Costs and Updated Design Schedule. g. Prepare Final construction drawings, specifications and drainage calculations to include 90% review comments from the City, Final Opinion of Probable Construction Costs, updated Design Schedule and Final Contract Specifications. h. Phase III --100% Submittal: Metric shall submit the Phase III — 100% package to the City containing the following: One (1) master set of reproducible drawings and specifications. Two (2) signed and sealed sets of final drawings and drainage calculations. One (1) electronic copy of the final drawings in AutoCAD format. ■ Two (2) copies of the final Project Manual, Opinion of Probable Costs and updated Design Schedule. I. Phase III - Regulatory Process Assistance • Metric shall provide assistance to the City in obtaining approvals from Miami Dade County Department of Environmental Resources Management (DERM) — Water Control Section for the proposed drainage system. ■ Metric will identify processing and permit fees and request fees from the City. All applicable Permit fees are to be paid directly by the City. • Prepare and submit the application packages and processing fees as required for review and approval. ■ Retrieve approved plans, discuss agency review comments with City and revise drawings, if needed. Phase V: Administration of the Construction Contract Metric will provide assistance during the construction phase of the project as follows based on a 4- month construction period: a. Attend pre -construction meeting with the City and selected contractor. b. Respond to Requests for Information submitted by the Contractor and issue clarification of the construction documents, if needed. 5 PROPOSAL CITY OF MIAMI N.E. 71st STREET STORM SEWERS PROJECT, B-5690 City of Miami Florida c. Review shop drawings of the proposed drainage system and submit copies of approved shop drawings to the City. d, Perform construction observations (based on 17 weeks @ 4 hrs per week= 68 hours max.) coordinated with the Contractor's schedule to observe the general status and progress of the work. Write and distribute construction observation report after each site visit. e. Perform a Substantial Completion observation and prepare; in conjunction with the City's Project Manager, a Punch List of any discrepancies. f. Perform a Final Construction Observation to ensure satisfactory completion of all items in the Punch List, D. DESIGN SCHEDULE The work shall be performed based on the attached Project Design Schedule. (Exhibit 'C"). E. COMPENSATION a. See breakdown of the work effort required to perform the tasks contained in this proposal included in attached Exhibits A and B. b. Metric shall submit monthly invoices for services rendered and costs incurred in accordance with the invoicing procedures contained in current agreement between the City of Miami and Metric Engineering, Inc. F. ASSUMPTIONS, EXCLUSIONS AND LIMITATIONS a. The design of Stormwater pump stations, Preparation of Maintenance of Traffic Plans, Design for installation or relocation of existing utilities are not included in this proposal. b. Attendance to Public Hearings, City Commission meeting is not included in this proposal. c. Construction Observations by Metric are limited to observing the work and materials that are to become part of a completed project in conformance with the approved construction documents. Safety Engineering and construction management is to be performed by others and is not part of the Scope of Services. Metric will not be held responsible for Contractor's construction means, methods, techniques, sequences or procedures, or for safety precautions and safety programs connected with the work. -END- 6
