Subject: Sole source purchase of the Ocean Rackmount Avid Media Video Enhancement System.
Purpose of Item:
It is respectfully recommended that the City Commission waive the necessity of competitive bids and
approve the attached Resolution for the sole source purchase of the Ocean Rackrnount Avid Media
Video Enhancement System, to include training and one-year maintenance, as listed on Attachment
"A", from Ocean Systems, located at 4016 Blackburn Lane, Burtonsville, MD 20866, for the
Department of Police, in an amount not to exceed $38,119.00. Funding is to be provided by the Local.
Law Enforcement Block Grant IX Program, Account Code No. 142023.290548.6.840.
Background Information:
MEIN
The Department of Police is requesting the purchase of the Ocean Rackmount Avid Media
Enhancement System, to provide them with the capability of viewing, processing and/or analyzing
surveillance video tape from crime scenes. The dTective Forensic package is used by federal, state
and local law enforcement agencies to provide the tools to quickly clarify, manage and present video
evidence. The analysis of this video evidence is paramount to the successful identification and arrest
of the offender(s) and prosecution of these cases. Evidence captured on videotape has been found to
be more accurate, more reliable and more convincing than eyewitness testimony alone.
Ocean Rackmount Avid Media Enhancement System is a professional, stationary turnkey system.
This system and the listed d'Tective forensic bundle enables users to do field acquisition, clarification,
analysis, and presentation of surveillance video images to produce results never before available.
This system is the only video analysis system that provides the following features: 1) a universal
digital file decoder to allow work with digital file formats (DVR dCoder), 2) an "Attic" which allovvs
for video restore feature in case of video loss due to unforseen occurrences, 3) searchable data base
feature for video to allow investigators to quickly sort through video by subject, 4) deplexes an
unlimited number of cameras simultaneously, 5) automatic color correction, 6) multiple streams of
uncompressed video simultaneously, allowing real time forensic results, 7) works in the industry
standard ITU 601 720 x 486 video, 8) integrates a suspect or witness written transcript directly into
the metadata of the video via a simple word search, and 9) match surveillance with radio
transmissions and 911 Communication's tapes.
