HomeMy WebLinkAboutmemo2CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM : Glenn Marcos, Director Department of Purchasing Pamela Bums, PB Sr. Procurement Contracts Officer DATE : February 11, 2005 FILE : SUBJECT: Acquisition of Ocean Rackmount Avid Media Video Enhancement System REFERENCES: ENCLOSURES: I conducted an investigation to determine whether Ocean Systems, located at 4016 Blackburn Lane, Burtonsville, Md. 20866, is the sole source provider of the Ocean Rackmount Avid Media Video Enhancement System ("System"), including training and one-year maintenance, for the Department of Police. According to the Miami Police Department, the Ocean Rackmount Avid Media Enhancement System wi].1 provide the Department with the capability of viewing, processing and/or analyzing surveillance video 1:ape from crime scenes. The dTectiveTM Forensic package is currently utilized by federal, state and local law enforcement agencies to provide the tools to quickly clarify, manage and present video evidence. The Ocean Rackmount Avid Media Enhancement System is a professional, stationary turnkey system. This system and the d'TectiveTM forensic bundle enables users to do field acquisition, clarification, analysis, and presentation of surveillance video images to produce results never before available. The analysis of this video evidence is paramount to the successful identification and arrest of the offender(s) and prosecution of these cases. Evidence captured on videotape has been found to be more accurate, more reliable and more convincing than eyewitness testimony alone. As such, this system is the only video analysis system that provides, at a minimum, the following proprietary features: 1) a universal digital file decoder to allow work with digital file formats (DVR dCoder), 2) searchable data base feature for video to allow investigators to quickly sort through video by subject, 3) deplexes an unlimited number of cameras simultaneously, 4) multiple streams of uncompressed video simultaneously, allowing real time forensic results, 5) integrates a suspect or witness written transcript directly into the metadata of the video via a simple word search, and 6) match surveillance with radio transmissions and 911 Communication's tapes. According to Ocean Systems, it is the manufacturer of the dTectiveTM forensic package, its software is the sole property of Ocean Systems and is available only from Ocean Systems. Further, it is the only Avid integration partner certified to manufacture the RackmountTM version of the Avid Adrenaline for Windows XP Professional. It also has the ability to publish video evidence to a variety of formats for CD-ROM, DVD, or for streaming on the web, and can be included in online databases for access by detectives in a police department. Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings be approved: It is respectfully recommended that the City Commission waive the necessity of competitive bids and approve the attached Resolution for the sole source purchase of the Ocean Rackmount Avid Media Video Enhancement System, to include training and one-year maintenance, from Ocean Systems, for the Department of Police, in an amount not to exceed $38,119.00.
