A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AN
INCREASE IN COMPENSATION FOR THE PROFESSIONAL CONSULTING
SERVICES OF HDR ENGINEERING, INC., PREVIOUSLY APPROVED BY
RESOLUTION NO. 04-0010, ADOPTED JANUARY 8, 2004, AS AMENDED BY
RESOLUTION NO. 04-0209, ADOPTED APRIL 8, 2004 AND FURTHER AMENDED
BY RESOLUTION NO. 04-0498, ADOPTED JULY 22, 2004, IN AN AMOUNT NOT
TO EXCEED $1,700,000, INCREASING THE COMPENSATION FROM $4,000,000
TO AN AMOUNT GUARANTEED NOT TO EXCEED $5,700,000, FOR
PROFESSIONAL CONSULTING SERVICES FOR MANAGEMENT SKILLS TO BE
UTILIZED CITYWIDE ON AN AS -NEEDED CONTRACT BASIS; AMENDING
RESOLUTION NO. 04-0010 TO REFLECT SAID INCREASE; ALLOCATING
FUNDS FOR SAID INCREASE FROM AVAILABLE INTEREST EARNINGS ON THE
HOMELAND DEFENSE NEIGHBORHOOD IMPROVEMENT BOND PROCEEDS.
WHEREAS, Resolution No. 04-0010, adopted January 8, 2004, approved the procurement of
professional consulting services for management skills from HDR Engineering, Inc. ("HDR") under a
currently effective State of Florida Contract No. 973-001-00-1; and
WHEREAS, additional approvals of the City Commission pursuant to Resolution No. 04-0209,
adopted April 8, 2004 and Resolution No. 04-0498, adopted July 22, 2004 established total
compensation to HDR in an amount guaranteed not to exceed $4,000,000; and
WHEREAS, HDR has capably assisted the Department of Capital Improvements and
Transportation with the on -going implementation of the City of Miami's ("City's") $568 million Capital
Improvements and Transportation plan by providing exceptional and efficient services in the areas of
overall program management, planning, budgeting, information and data management, performance
measurement and quality control, as well as horizontal project management and construction
oversight; and
WHEREAS, HDR's work has been particularly noteworthy in its creation and management of the
City's first capital program database which tracks the financial, scheduling, and management aspects
for each of over 1,000 capital projects, and in the area construction management, which will utilize
75% or more of all budgeted capital improvement dollars, for which the firm has furnished highly
skilled contractors and trained construction managers with the demonstrated capability to reduce, if
not eliminate, contractor claims and delays; and
WHEREAS, the Director of Capital Improvements and Transportation has, in conjunction with
HDR, reviewed the scope of services and estimated fees for on -going program management services
and determined that an increase to the contract amount is necessary to cover an interim period of
approximately six (6) months; and
WHEREAS, during this interim period, the Department will have issued a Request For Proposals to

directly secure program management professional services for the continued implementation of the
Capital Improvements and Transportation plan, with proposals to be received in March, 2005, an
award anticipated in April, 2005 and approval of the negotiated agreement expected in May, 2005; and
WHEREAS, said increase will enable the City to continue to use HDR's professional consulting
services, in accordance with the terms and conditions of the State of Florida Contract No. 973-001-00-
1, to assist in the implementation of the Capital Improvements Plan until a new contract for such
services is in place; and
WHEREAS, the City's Chief Procurement Officer had previously determined that this State of
Florida Contract was entered into pursuant to a competitive process in compliance with City laws; and
WHEREAS, funds for this increase are available from interest earnings on the Homeland Defense
Neighborhood Improvement Bond proceeds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this section.
Section 2. An increase in compensation for the professional consulting services of HDR,
previously approved by Resolution No. 04-0010, adopted January 8, 2004, as amended by Resolution
No. 04-0209, adopted April 8, 2004 and further amended by Resolution No. 04-0498, adopted July 22,
2004, in an amount not to exceed $1,700,000, increasing the compensation from $4,000,000 to an
amount guaranteed not to exceed $5,700,000, for professional consulting services for management
skills to be utilized Citywide on an as -needed contract basis is authorized.
Section 3. Section 2 of Resolution No. 04-0010, as amended, is further amended in the following
particulars: {1}

Section 2. The procurement of professional consultant services for management skills
from HDR Engineering Inc., for the Department of Purchasing, is approved, utilizing
existing State of Florida Contract No. 973-001-00-1, effective until May 13, 2005,
subject to further extensions or replacement contracts by the State of Florida, to be
used Citywide on an as -needed contract basis, in an amount not to exceed-$4,O0O-000
$5,700,000, with funds allocated from Account No. 122001.250106.6.270 and Account
Code No. 341330.319301.6.270.
Section 4. Funds, in an amount not to exceed $1,700,000, for said increase, will be allocated from
available interest earnings on the Homeland Defense Neighborhood Improvement Bond proceeds.

Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

{2) If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days

immediately upon override of the veto by the City Commission.
