HomeMy WebLinkAbouttechnical specificationsTechnical Specifications Contents 2.01 Consulting Services 2.02 Experience and other Miscellaneous Requirements 2.03 Criteria for Evaluation 2.01 Consulting Services: This REP seeks a contractor who will provide employee benefit consulting services to assist in the following activities and prepare appropriate work, products at required points in the process, during the life of the contract. The work performed by the contractor during the term of this contract shall include, but not be limited to: A. Employee Benefit Plan Consulting Services 1. Assist in the development of procurement documents and related processes for the selection of employee benefit plans. 2. Assist in the preparation for and the negotiation of employee benefit plans. 3. Assist in the assessment of employee benefit plans including, but not limited to, underwriting and financial matters, benefit and premium design, plan administration, benefit compliance, eligibility, etc. B. Actuarial Services related to Employee Benefit Plans 1. Perform actuarial valuations on employee benefit plans, including: a. A description and explanation of actuarial assumptions. b. A comparative review illustrating the program preceding the actuarial report with the assumptions used in both the preceding and current actuarial reports. c. Provide a report to include a valuation of present assets, based on statement value, and prospective assets and liabilities of programs. d. A statement by the enrolled actuary that the report is complete and accurate and that in his or her opinion the techniques and assumptions used are reasonable and meet the requirements and intent of this act. e. A cost method. f. A valuation of plan assets. g. An actuarial study to include a narrative explaining the changes in the program area over the period between actuarial valuations and those changes on actuarial results. 2, Advice in preparing for annual actuarial valuation of programs and any special actuarial studies as may be requested. 3. Advise of the actuarial significance of proposed changes regarding: a. Benefit levels b. Contributions c. Actuarial funding methods, assumptions, and techniques d. Investment policy e. Administrative procedures 4. Assist in the preparation or review of legislation, including fiscal notes and bill analyses (this work is extremely time sensitive). 5. Conduct actuarial special studies. Hourly rates for employee benefit plan consulting services and actuarial services related to employee benefit plans must be quoted on the Price Sheet. 2.02 Experience and Other Miscellaneous Requirements: 1, The proposal must contain a narrative description of the Proposer's organizational structure, and at a minimum, must include its subsidiaries, parent corporations, officers, as well as details concerning the number of facilities by geographic location, and a list of the services to be provided. 2. The proposal must describe the Proposer's experience, including the experience of its subcontractors and or partners, with this type of service. Describe any similar or related work experience and applicable technical expertise. Experience and technical expertise shown by the proposer should include work done by the individuals who will be performing the required services as well as the overall experience of the proposer's company. For those proposers responding to category B, Actuarial Services related to Employee Benefit Plans, the proposer must also: a. Certify that the Principal Actuary is a Fellow of the Society of Actuaries. b. Certify that all actuaries assigned to projects and approved by the Department are enrolled actuaries as defined in s.112.625(3), F.S., and are members of the American Academy of Actuaries or the Society of Actuaries. c. Certify that the consultants and actuaries assigned to do work for the eligible users will be limited to those submitted with the RFP, unless substitutes are specifically approved by the Department. 3. The Proposal requires a substantial commitment of company resources and personnel. Provide financial information demonstrating the Proposer's and subcontractor's ability to perform services. Identify all personnel who would be engaged as administrators, Contract managers, etc. Describe the experience and certification of all personnel that will be committed to the required services. The Proposer shall demonstrate its commitment to the State of Florida such as minority business experience, charitable endeavors, and mentoring. Proposals must be clear, accurate and sufficiently detailed to enable the Department to evaluate the Proposer's company profile. The Proposer must also: a. Provide the State in which it is incorporated and date of incorporation, and if not incorporated, indicate type of business (e.g., partnership, sole proprietorship, etc.); b. Provide a financial statement for each of the last three years (if this is included as an appendix to the Proposal, please reference the appendix number); c. Indicate a percentage of minority employees; d. State whether the Proposer or subcontractor has had a Contract terminated for default within the past five years, and if so, describe in detail; e. State whether the Proposer or subcontractor has filed for bankruptcy protection in the past five (5) years, or is currently in the process of filing or planning to file for bankruptcy protection or financial restructuring or refinancing. If so provide Court case and number; f. Describe in detail a plan to provide continued service and support to the Department in the event the Proposer's company goes out of business, merges with another company, is acquired by another company, etc.; g. Certify that the Proposer or subcontractor is not currently under suspension or debarment by the Federal government, the State of Florida, or any other state government; h. Certify that the Proposer or subcontractor does not owe the Federal government, the State of Florida, or another state any outstanding taxes or fees; i. State whether any Contract with the State of Florida, or negotiation with any other clients, would represent a possible conflict of interest; j. Indicate whether the Proposer or subcontractor has any pending or threatened litigation against the State of Florida or any agency of the State of Florida; k. Indicate whether the Proposer is proposing to use any subcontractors for the services herein, describe in detail the experience as a prime Contractor in dealing with subcontractors, and how the plan to manage and coordinate any proposed subcontractors; I. Provide the names and addresses of all affiliated or related companies, partnerships or associations (including subcontractor, if any) and a brief description of their relationship to the Proposer; m. Indicate whether Proposer has been required to pay liquidated damages in connection with a state contract. 4. Whenever any date prescribed herein falls on a Saturday, Sunday, or legal holiday, the action required on that date shall be required on the next business day. 5. Be available to consult by letter, telephone or in person. 6. Assist in the preparation or review of legislation, including fiscal notes and bill analyses (this work is extremely time sensitive). 2.03 Criteria for Evaluation Proposal will be reviewed and evaluated for each category as indicated below: A. Assistants 10 Experience and Other Miscellaneous Requirements 30 Minority & Florida Business Qualifications* 10 Total Points 100 * A maximum of ten bonus points will be awarded as follows. A proposer may receive points on more than one basis, but the total shall not exceed ten points. A proposer shall submit with its proposal conclusive proof that it qualifies for such points. 10 points — Proposer is a Florida -certified WMBE (submit copy of certification from the Florida Office of Supplier Diversity (http://osd,dms.state.fl.us/ )). 4 points — Proposer is incorporated in, or has its principal place of business in, Florida (submit proof from the Florida Secretary of State, Division of Corporations, or certifications from company officer). 2 points — Proposer is a WMBE certified by another state or federal government (submit copy of certification from the other state or the federal government). Cost A responsive proposal may address one or both categories, but pricing must be submitted for ALL three positions listed within each category.
