A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR GRANT
FUNDING TO THE FLORIDA INLAND NAVIGATION DISTRICT ("FIND")
WATERWAYS ASSISTANCE PROGRAM, IN AN AMOUNT NOT TO EXCEED
$425,000, FOR THE DINNER KEY SPOIL ISLAND RESTORATION AND SHORE
STABILIZATION PROJECT("PROJECT"), FOR THE PURPOSE OF PROVIDING
ADDITIONAL RECREATIONAL AND EDUCATIONAL OPPORTUNITIES,
ENHANCING MARINE AND UPLAND HABITATS; AUTHORIZING THE
ALLOCATION OF REQUIRED MATCHING FUNDS FOR FIFTY PERCENT (50%)
OF PROJECT COSTS, IN AN AMOUNT NOT TO EXCEED $425,000, FROM THE
PROCEEDS OF SAFE NEIGHBORHOOD PARK BOND FUNDS FOR CAPITAL
IMPROVEMENT PROJECT NO. 333124, ENTITLED "VIRRICK COMMUNITY
WATER SPORTS CENTER;" AUTHORIZING THE CITY MANAGER TO EXECUTE
THE NECESSARY DOCUMENTS, IN SUBSTANTIALLY THE ATTACHED FORM,
FOR SUBMISSION OF THE FIND GRANT APPLICATION FOR FISCAL YEAR
2005-2006, SUBJECT TO THE TERMS AND CONDITIONS OF SAID GRANT
APPLICATION.
WHEREAS, the City of Miami ("City") wishes to restore natural habitats at the Dinner Key Spoils
Islands; promote outdoor recreational opportunities in the City's natural areas and contribute to the
water quality of the Biscayne Bay Aquatic Preserve through shoreline stabilization of these Islands
("Project"); and
WHEREAS, the estimated cost of the Project is $850,000; and
WHEREAS, the City wishes to apply for grant funding from the Florida Inland Navigation District
("FIND") for the Project in the amount of $425,000 to be matched by an equal amount of City funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to submit an application for grant funding to FIND,
Waterways Assistance Program, in an amount not to exceed $425,000 for the Project.
Section 3. The allocation of required matching funds for fifty percent (50%) of Project costs, in an
amount not to exceed $425,000 from the proceeds of Safe Neighborhood Parks Bond funds for Capital
Improvement Project No. 333124, entitled "Virrick Community Water Sports Center," is authorized.
Section 4. The City Manager is authorized{1} to execute the necessary documents, in substantially
the attached form, for submission of the FIND grant application for Fiscal Year 2005-2006, subject to

the terms and conditions of said grant application .
Section 5. The City accepts the terms and conditions set forth in FIND Rule 66B-2 F.A.C., which
govern the Waterway Assistance Program and which is a part of the Project.
Section 6. The City is in complete accord with the proposal and agrees to carry out the Project in
the manner described in the proposal, and will make no change to any plans and specifications,
without prior approval from FIND.
Section 7. The City will maintain adequate financial records for the proposed Project to
substantiate claims for reimbursement.
Section 8. The City will make available to FIND, upon request, a post audit of expenses incurred
on the Project prior to, or in conjunction with, the request for the final ten percent (10%) of the funding
agreed to by FIND.
Section 9. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
