HomeMy WebLinkAboutexhibit7ATTACHMENT E-4 WATERWAYS ASSISTANCE PROGRAM APPLICATION EVALUATION AND RATING FORM The applicant is to complete this form by entering the project title, applicant name and answers to the applicable questions. Do not answer with more than three sentences. All applicants will answer the first part of the form, which includes questions 1 through 11. Each applicant will then complete the questions in one and only one attachment according to the applicant's project type. The applicant should determine his project type (if the project incorporates more than one project type) by determining which project type is dominant in terms of project cost. The attachments that are not applicable to an applicant's project should not be included in the submitted application. APPLICATION TITLE: Dinner Key Spoil Islands Enhancement Project Co -APPLICANTS: City of Miami CATEGORY RATING & RATING POINTS '; POINTS AVAILABLE EVALUATION CRITERIA PRIORITY LIST List the PRIMARY category for which this project will be considered (Applicant should refer to Attachment C in the application to determine project priority list ranking. The application may only be of one type based upon the dominant costs of the elements of the project.) This project ranks fourth (shoreline stabilization) on the project priority list. (For reviewer only) (1.8 points) (1) Where does the project rank on this years' approved project priority list? WATERWAY RELATIONSHIP Explain the relationship of the project to the Atlaintie Intracoastal Waterway. Describe how the project will benefit the Navigation District's Waterways. The general boating public will benefit from the proposed enhancement project. The Dinner Key marina and anchorage area provides the District Intracoastal Waterway boaters with a variety of cruising necessities (eg. fuel, food, drinking water, etc.). The project includes a boat docking facility, nature trails, interpretive educational components wetlands, maritime hammock, coastal strand and dune restoration. The environmental goals of this project are to stabilize the eroding shoreline, enhance water quality, restore fishery and wildlife habitat, and provide public access and recreation. PUBLIC USAGE & BENEFIT Discuss the regional public benefits and access to be provided by the project, the local benefits and public access offered !by the project, and estimate the amount of total public use. With approximately 2 million residents, Miami -Dade County has the largest population of any County in the District. In 1997, there were over 51,000 registered boaters in Miami -Dade County, the highest of any County in the state. The proposed project will directly benefit the boating community and enhance the environmental values of Biscayne Bay. Does the project demonstrate regional benefits and can residents from other counties of the District reasonably use the project? TIMELINESS Describe the current status of the project and briefly explain any unique aspects of this project that could influence the project timeline (as presented in Attachment E-8). All project development tasks have been completed. It is anticipated that the state, federal, and local permits will be issued prior to 6/05. A detailed construction work plan has been prepared for imple- mentation, upon execution of a funding agreement with FIND. (For reviewer only) (1-3 points) (6) Has the applicant presented a reasonable and effective timeline for the completion of the project? ' COST- EFFECTIVENESS List any additional funding sources, the corresponding amount of funding, and the status of the additional funding that will be utilized to complete this project. Describe any methods to be utilized to increase the cost efficiency of this project. Cost-effective, environmentally sound, habitat restoration techniques will be utilized to enhance 5 spoil islands in Biscayne Bay. Funds will be saved through the enhancement of all five spoil islands in one construction contract. Local park bond money will be utilized to match the requested FIND grant. As per the attached City of Miami Resolution, the Board of City Commissioners has authorized the local project match. To what degree does the project demonstrate secured project funding from other sources? VIABILITY Briefly explain the need for this project in the community aricl describe how the project will continue to be maintained following initial funding. The objective of the project is to enhance the marine and upland habitats, and providing educational & recreational opportunities to the general public. The installation of mangroves will stabilize the shoreline, improve the water quality in Biscayne Bay, and enhance the community awareness to the bay resources with daily programs for the disabled and disadvantaged youth. The completed project will be maintained in perpetuity by the City of Miami. (For reviewer only) (1-2 points) (9) Does the project fill a specific need in the community?
