Recreational Design & Construction, Inc.
Recreational Design & Construction, Inc. was founded and incorporated in 1993 by
Steven Siems and Steven Westervelt. Recreational Design & Construction or "RDC"
is a Design -Build, General Contracting firm, that specializes in recreational and public
facility construction.
RDC is a Florida corporation offering a complete commitment to our clients'
demands for the design -build process. We at RDC take great pride in being known
as the "on time" and "within budget" contracting firm that is leading the industry in
Public Facilities, Parks and Recreation construction.
During the past 10 years, RDC has successfully completed public sector design -build
projects for 30 city and county agencies in Palm Beach, Broward'and Dade
Counties, Our experience is 100% public construction contracts negotiated with a
not to exceed amount, specified schedule and no change orders.

In 1995, Joseph C. Cerrone and Mike Rozos joined the RDC organization. Joseph C.
Cerrone has a degree in architecture. He is a Florida licensed general contractor and
has extensive experience in design and construction projects of all types. As
President and qualifier for RDC, he is at the helm of all projects and has over twenty
years experience in planning, organizing and directing a construction company,
Mike Rozos brings 26 years of governmental experience in planning, organizing, and
directing parks and recreation facilities. His input provides operational and
management views that help our staff and designers develop proven solutions that
best meet the needs of the end user.

terminal #1 to the existing three terminals, providing
and architectural signature for the airport, identifiable

design solution.

City of Miramar
The City of Miramar came to RDC to fast track this
project through redesign, permitting and
construction. The project had been designed and
ready for the standard bid process. The City realized
they had a facility designed that didng fit their
present needs for the community. RDC placed under
contract their designers and worked with the City
staff to redesign the building and fast tracked their
permit process.
The project consist of a 32,000 sq. ft. community
center, full court gym, weight room and banquet
facilities w/stage. The project also has the site work
and utilities for a 24 acres park, included is a opan
park site for a future police and fire station.

Riverside Park Community Center
City of Fort Lauderdale
Riverside Parkfs public officials and citizens wanted a
community center that complemented the character
of their quaint community. With that and other public
input, RDC designed and built a new 3,600 square
foot community center that features an old -Florida
style building with hurricane -resistant concrete siding
that looks like wood. A large open floor plan and it
separate closed -in break room with white French
doors that opens out to a large porch on both the
front and back adds to the historic feel. The new
center is perfect for community meetings, Ladies
teas, craft classes, after school and summer camp
activities. The park also got new state of the art
outside lighting and three chicanes, or S-turns to slow
traffic. RDC included in its design new drainage end
upgraded the playground to meet ADA requirements.

Hallandale Beach Cultural Center
City of Hallandale Beach
Hallandale Beach community wanted to renovate its
aging Cultural Community Center to accommodate its
growing diverse community of young professionals,
retirees, seasonal residents and tourists. Commission-
ers accepted RDC0 Design/Build concept and the
community now enjoys a newly renovated 13,700
square foot facility that houses programs for visual
and performing arts, education, special events and
community socials. The building has an auditorium,
three multi -purpose activity rooms, new restroorns,
dressing rooms and a kitchen that any chef would be
proud of. The Cltyg3 Parks and Recreation Department
has relocated its Administrative Office in the Cultural
Community Center. Hallandale Beach Cultural

Wellington Community Center First Floor
Renovations
Village of Wellington
The Village of Wellington change ordered an existing
contract with RDC to complete their 1st floor
renovations to their newly purchased County club
building. The renovations included an elaborate dies
and council chamber, restroom renovation, complete
overhaul of the mechanical systems and fire alarm.
The main challenge was the removal of structural
members to allow open viewing during council
meeting. All construction was achieved in a forty-five
day period.

Wellington Community Center
Ground Floor Renovations
Village of Wellington
Through the design -build process, the Village of
Wellington once again retained Recreational Design &
Construction to complete the final phase of its Com-
munity Center. RbCh design team was tasked with
turning a space that was originally designed for
covered parking into an ultramodern, state -cif -the -art
community center. The renovation created classroom
spaces, banquet facilities as well as rooms to accom-
modate dances and wrestling matches.

Coral Springs Rifle Range
City of Coral Springs
After an extensive request for proposal process,, the
City of Coral Springs selected RDC to design/build the
improvements and modifications to Coral Springs
Firing Range. The modifications include; an overhead
baffle containment system, a bullet trap system, a
new target turning system, a new range training
facility, a public address system, sound control,
concrete range divider walls, lighting, water and
sewer to site and renovations to the existing range
training facility.

Sunrise Tennis Club Park Phase 11
City of Sunrise
The City of Sunrise negotiated the contract to
design/build their new tennis facility utilizing tine
Broward County Cooperative Purchasing
Agreement. The Sunrise Tennis Center Club Park
was designed by Sheldon Westervelt, a world
renowned tennis facility designer. The facility will
have eight (8) Hyrdro courts (clay courts) and seven
(7) Hartru courts (cushioned surface), tournament/
ticket entry, bus drop off lane, player restroom,
extensive landscaping and paver walkways/
promenades,

City of Coral Springs
The City of Coral Springs selected ROC after en
extensive RFP process to design/build the CityS loot
major park, 38 acres contained. The project includes
four (4) baseball ball fields, two (2) basketball courts,
two 12) club tennis courts, a two story concession/
community building, two (2) tournament soccer fields,
two (2) out parcel restroom buildings, a large picnic
pavilion, complete site and pathway lighting, parking
lot and all site amenities to compliment the park.

Parks and Sports Facilities
Our years of experience have earned us a reputation
within the community as the " go to" guys for
information. It's not uncommon for us to receive a
call from a Parks and Recreation director asking what
the proper light level for a ball field is. Wefe happy to
help it strengthens our bond within the community.
Parks and recreation projects weVe handled range
from paddleball and tennis, centers to roller hockey and
inline skating rinks to asphalt jogging paths with
exercise stations. Playgrounds and parks; volleyball
and basketball courts; picnic pavilions, nature paths
and boardwalks; ball fields, dugouts and scorekeeper
towers.

As a part of its " Neighborhood Renaissance" plan, The
City of Sunriset goal was to rebuild and improve those
older parks that havent received a major overhaul
since they were built, The City recently selected RDC
to construct new buildings, resurface tennis courts and
provide electrical service to two of the Cityt olcdost
parks: the Sunrise Athletic Complex and Welleby Park.
The Sunrise Athletic Complex project included the
demolition and construction of a new community
building, a maintenance building, two restroom build-
ings, three scoring towers, four tennis courts and ten
dugouts. RDC restored the sod at all ball fields, in-
stalled playground equipment and new underground
electric service to sports fields, and provided roadway
improvements, fencing, landscaping and various site
amenities.

Welieby Park
City of Sunrise
As part of the City of Sunrises " Neighborhood
Renaissance" program, RDC demolished the park
aging facilities, and in their place designed and built a
community center, 10 new shaded picnic shelters
and an oversized ADA accessible playground.
The state-of-the-art center contains restroom
facilities, office space, warehouse facilities and a
community room perfect for arts and crafts classes,
after -school programs and meetings. The hexagon -
shaped picnic shelters range in size from 20' to 40',
and four are equipped with gas grills, electricity, and
water. The shaded, barrier -free playground enables
children with disabilities to join in the fun while being
protected from harmful UV rays.
RDC wrapped up the project with roadway
improvements, fencing, landscaping, irrigation and
park furniture.

City of Tamarac
RDC recently completed the City of Tamaract
McNab Road Park. The park project was a nation-
wide competitive design RFP, with RDC up against
some of the largest design -build contractors in the
country. RDC was selected over larger firms based
on its reputation for the highest quality work and its
ability to adhere to strict budgets and tight time
frames.
RDC met with the Cityt staff for three months
defining the scope of work until designs and budgets
were compatible.

City of Boca Raton
The City of Boca Raton utilized a " Cooperative
Purchasing Agreement" to design/build 6 Pocket
Parks within the City. Some parks were simply
empty builders lots in established community that
were turned into pleasant places to sit on benches
and relax. Improvement included playgrounds, fishing

Firefighters Park which was completed in eight
months from notice to proceed to certificate of

1/2 mile asphalt jogging path with 12 exercise
stations, over 100 car parking spaces, outdoor

Aquatic Facilities
RDC designs, builds and renovates everything from
wading pools to themed aquatic complexes to Olympic -
size Myrtha pools. Myrtha pools are prefabricated,
stainless steel swimming pool systems that represent
the very latest in aquatic technology. RDC designed,
constructed and installed the first one ever in the
United States in Coral Springs, Fla., in 1995.

newest addition to their aquatic complex. This state of

Swim Central Grant from the Broward County " Safe
Parks and Land Preservation" bond issue. The learn -to -
swim pool is the first Myrtha Ceramic2 pool in Florida
and the first in the nation to incorporate " soft walk"

Plantation Pool Repair

Small and Miscellaneous Projects
City of Miramar Parks & Recreation Dept.
Recreational Design & Construction has recently been
awarded a multi -year contract with the City of
Miramar for the construction/rehabilitation of the City
Parks.

Fairway Park- The project includes interior and
exterior renovations to the existing building, 1.he
refurbishment of the dilapidated paddle ball courts,

and additions to the landscaping.

Miramar Aquatic Complex- Recreational Design and
Construction was recently awarded a multi -year

Myrtha Pool at the Miramar Aquatics Cornplex. The

construction schedule to permit and construct the
Cypress Hammocks Aquatic Center. Working
together as a team the City and RDC permitted and
completed the project on time allowing the City
Manager to slide down the water feature on his
birthday. Also, part of the project was the
construction of a free standing concession building,
a new 2,900 sq. ft. water playground, adding a 56
ft. water slide to the existing pool and another
' water playground for children under four (4) yearn
of age.

C.B. Smith Park Aquatic Complex Renovations
Paradise Cove Water Playground and
Supporting Facilities
Two water -play structures, a Wacky Waterway, two
refurbished 400-foot water flumes, concession build-
ings and restrooms are all part of the new and im••
proved 4.69-acre aquatics complex at C.B. Smith Park.
The water -play area that can entertain up to 115 little
squirts, 5 and under, has two slides and features a300-
gallon tipping coconut that splashes over a roof into the
play pool.
For those 5 and up, there is a 286-capacity activity
pool complete with a 600-gallon tipping bucket and five
slides.
A 484-foot Wacky Waterway, accommodating up to
162 people, is awash with New Braunsels
General Store International interactive features,
including one that enables bystanders to soak those
floating down the lazy river.
,This $6.5 million Design -Build water -park revamp went
from contract award to completion in just 26 weeks.
RDC was on the job 24/7 with as many as 110 workers
daily, The project, which involved nine separate per-
mits, was completed within budget, on time and with
no change orders.

Water Playground at Topeekeegee Yugnee Park In
Hollywood, Florida, This large Caribbean thence
water aquatic complex features two wading pools
with NBGS, International water play structures. The
first pool was designed for all age levels, it holds an
interactive playground with multiple levels and
features six slides, a rain curtain, five water
cannons and two palm trees with water-fillecl
coconuts that tip over to drench people below.
Castaway Island has a capacity of 331 people with
11,802 sq. ft. of pool area.
The second pool features are geared more tag
children ages 3 and younger and includes a variety
of water play animals. It has water squirting frogs,
fish and ducks and a beached boat slide.
The facility also includes a ticket entry way,
concession building, restrooms and a 15,000 square
foot deck surrounding the two pools with five 20-
foot-diameter umbrellas, 32 chairs and 175 lounges.

Croissant Park Aquatic Facility
Lauderdale Manors Aquatic Facility

The City of Fort Lauderdale advertised their RFIP for
design/build services of both Croissant Park and
Lauderdale Manors Aquatic Facilities.
The City of Fort Lauderdale awarded the renovation
of the Lauderdale Manors Park Aquatic Facility to
RDC because of their specialized experience with
aquatic facilities.
Since Lauderdale Manors Park is built on School
Board property, the City of Fort Lauderdale and tha
School Board share the facility. The park contains a
75 ft. x 45 It. community pool and serves as a
backup for lap swimming for the heavily used
International Swimming Hall of Fame complex. Thu
interactive water play pool is the most popular'
feature on -site. An additional restroom and changing
facility as well as a second lifeguard office were
added to the existing community building to accom-
modate the increased usage. The new water feature
provides an accessible recreational area for the
enjoyment of the entire community.

Lauderdale Manors Aquatic Facility
City of Fort Lauderdale
The City of Fort Lauderdale advertised their RFP for
design/build services of both Croissant Park and
Lauderdale Manors Aquatic Facilities.
The City of Fort Lauderdale awarded RDC a Design -
Build contract to construct a new aquatic facility on
the Croissant Park School grounds. The School
Board and the City of Fort Lauderdale agreed to
share the new facility, thereby creating a
community pool, an interactive water play pool for
families and a 7,500-sq.-ft. community center,
complete with kitchen, park office, open play areal
meeting rooms, restrooms and changing areas. Alt
areas of the Croissant Park Aquatic Facility meet
ADA requirements, including Itszero-entry ramp,
which enables wheelchair -bound swimmers to roil
right into the water. The facility continues to make
a big splash in the community.

Recreational Design & Construction, Inc. will aggressively recruit disadvantaged
businesses as subcontractors and suppliers for all contracts with the City. The
Company has appointed a Liaison Officer to develop and maintain this SDBEAA

II. SDBEAA PROGRAM METHODS
In order to formulate a realistic SDBEAA Program Plan, Recreational Design &
Construction, Inc. has identified the following known barriers to participation by
disadvantaged subcontractors, before describing its proposed affirmative action
methods:
1. Lack of qualified disadvantaged subcontractors in our specific geographical
areas of work.
2. Lack of certified disadvantage subcontractors who seek to perform City
work.
3. Lack of interest in performing on City Contracts.

In view of the barriers to disadvantaged businesses stated above, it shall be the policy of

Recreational Design & Construction, Inc. will:
1. Provide written notice to all certified SDBE subcontractors in the
geographical area where the work is to be subcontracted by the Company.
2. Advertise in minority focused media concerning subcontract opportunities
with the Company.
3. Select portions of the work to be performed by SDBEs in order to increase
the likelihood of meeting contract goals (including, where appropriate,
breaking down contracts into economically feasible units to facilitate SDBE

One of the most complex and
specialized design features in any
recreational facility is that of a
pool or water theme play area.
As the prime consultant for the
Plantation Aquatic Center
expansion program, C3TS
prepared the master plan, site:
work plans and the pool and
hydro -play plans for the City of
Plantation. The construction cost
was $1,000,000 and included a
25 yard by 50 meter Myrtha
competition pool, a Gadgets and
Gizmos zero depth hydro -play
area, a new bath house, pump
room, in -ground electric pool
heaters, maintenance road,
drainage and underground
utilities and site lighting,
Included in the project were:
provisions to allow the existing
pool to remain functional during
construction. C3TS is acutely
aware of the special

Municipalities have always formed a core of C3TS' client base. In
addition to providing these municipalities with both engineering and
architecture services, we also create, review, and update the
documents that steer them into the future. These include Stormwater
Master Plans, Land Development Codes, Comprehensive Master
Plans, and award -winning Five -Year Capital Improvement Plans.
Along with these services, C3TS has helped many of these cities to
obtain millions of dollars in county, state, federal, and private grant
funds so that their projects can, in effect, pay for themselves.
C3TS has successfully prepared grant proposals for projects ranging
from the fairly uncomplicated, such as a one-time gift to repair the
leaky roof of a senior citizens' center, to the expansive, such as multi-
year funding for citywide street and drainage improvements. We also
have obtained funds to demolish unsafe structures and have produced
State Revolving Loan Fund applications, generating the financing
needed to improve wastewater systems and to correct
infiltration/inflow problems.
Our involvement with parks and recreation funding has been
especially successful. We have prepared grant proposals to acquire
land for the creation of public parks, to build recreational facilities,
and to obtain landscaping and playground equipment.
Our staff keeps in close contact with dozens of agencies to stay
informed of the latest grants available for a myriad of needs. No
matter the size or scope of the project, we provide detailed assistance
at every step of the process, from seeking out potential funding
sources and preparing the proposal documents, all the way through
preparing the final administrative reports once the project is complete.

• Helen Miller Center, Segal Park, Opa-Locka, Florida, 1998 - Principal -in -Charge for the
architectural design and construction administration of a 3,000-square foot community center in
Segal Park in Opa-locka. The program included a large multipurpose room surrounded by two
arcaded terraces and other auxiliary spaces. As Project Manager on the project, duties included
design and preparation of all contract documents and construction administration.
Ronselli Park Improvements, City of Sweetwater, Florida, 1993 — 1994 — Project Architect

courts, three acre natural species preserve, one half mile jogging / exercise track with twelve
individual exercise stations. This facility also includes a roller hockey rink. This and all of the
other amenities were master planned within a lush landscaped setting.

Rosenberg Gardner Design was formed in 1985 to provide land planning and landscape architectural services. Prior
to that, Bill Rosenberg was president of Henderson -Rosenberg -Scully for thirteen years, also providing the same
services. Ken Gardner has been with RGD since 1993 after working with a large design -build firm in Washington,
DC.
We have been serving private clients throughout South Florida, the mid -Atlantic states, and South America, including
several of the leading large residential and commercial developers, designing projects ranging in size up to new towns
of 35,000 population as well as shopping centers and office and industrial complexes.
In the public sector, we have served several South Florida municipalities and counties such as Miami Beach, Coral
Gables, City of Miami, City of Hollywood, Dade and Broward County, the Florida Department of Natural Resources,
Florida Department of Transportation and the South Florida Water Management District.
Public projects have included landscape designs for transit stations, major highways and local streets in both
commercial and residential areas, bicycle and pedestrian path systems up to 200 miles in length, parks and recreation
areas ranging from a few to up to 600 acres in size, school campuses, the Miami International Airport Landscape
Master Plan, parking garages, malls, and office complexes.
Bill Rosenberg, the firm's President, as past Chief of Planning for Dade County Parks, was responsible for preparing
the Dade County Open Space Master Plan, and has a keen awareness of public agencies' budgeting and maintenance
considerations.
Ken Gardner, as the firm's Director of Planning and Design, brings to the firm knowledge of land planning, landscape
design, plant material, and construction practices along the East coast as well as South Florida.
Rosennberg has been a guest speaker at the National Association of Homebuilders (NAHB) and American Resort: and
Residential Development Association (ARRDA) national conferences. In addition, Rosenberg and Gardner taughtand
lectured at Fairchild Tropical Gardens, Miami Dade Community College, the University of Miami and Florida
International University.
In addition to their speaking and lecturing duties, Rosenberg and Gardner had several by-lined articles in major
industry publications and newspapers.
Rosenberg served on the Miami Beach Design Review Board, City of Miami Park Advisory Board and Legislative
Committee of the Builders Association of South Florida and is currently a member of the Dade Counts Shoreline
Development Review Board and the Metropolitan Dade County Transportation Aesthetic Review Committee

EXPERIENCE:
Mr. Franke is responsible for the daily design on al! electrical projects of our firm. Mr. Franke has
over thirty-two years of experience in the electrical construction field. For over twenty-five years,
he has been licensed as a Florida Certified Electrical Contractor. In 1995 he obtained his P.E. and
in 1996 he purchased Construction Consultants of Florida.

Involved with all lighting and electrical design projects. He designed & implemented computerized
electrical calculation programs.
- 1989 Oceanside Electric. Inc,
Mr. Franke was responsible for estimating all major projects and oversaw all office procedures
including purchasing and accounting.
1222 - 1987 Atlantic Electric Contractors. Inc,
Mr. Franke was president of a family -owned electrical construction firm that employed as many as
110 people. During this period, they constructed various types of facilities, including schools,
manufacturing plants, concrete plants, hospitals, commercial and public buildings, hi -rise residential,
shopping centers, and also installed underground distribution, duct banks and utility vaults for
Florida Power & Light Co. In the 70's, he wrote a computer estimating program which was
successfully utilized for over ten years.
Over the years, Mr. Franke has been involved with all types of electrical construction problems and
solutions.
