Dear Mrs. Fernandez:
On behalf of Pivotal Holdings LLC, this firm submits an application for a Major Use Special
Permit ("MUSP") for the property located at approximately 3100 Biscayne Boulevard. The property
currently serves as surface parking for an existing office building on the Southeast corner of the property.
The property is designated Restricted Commercial, is zoned C-1, and is part of the SD-20.1 Biscayne
Boulevard Edgewater Overlay District. This project will lie at the front door of Midtown Miami and
will serve as an elegant connector between Midtown Miami and Biscayne Boulevard.
The project will consist of 288 residential units, retail, restaurant, and office parking with a total
of 876 parking spaces. The structures to be developed will consist of a 43-story residential tower, with
retail and restaurant use at its base, a connected parking garage, lined with residential townhomes and
retail units, and a separate parking structure to service the existing office building. Because the area
upon which the residential tower will be constructed presently serves as parking for the existing office
building, the project will be phased, with construction of the parking garage to commence first. The
plans currently call for a water feature at street level along Biscayne Boulevard which will be reduced
as a result of comments obtained from the Urban Design Review Board.
