HomeMy WebLinkAboutsummary formAGENDA ITEM SUMMARY FORM FILE ID: r} 0 0 0 c) Date: 1/24/2005 Requesting Department: Capital Improvements & Transp Commission Meeting Date: 2/24/2005 District Impacted: All Type: ® Resolution ❑ Ordinance ❑ Emergency Ordinance ❑ Discussion Item ❑ Other Subject: Resolution to approve an Emergency Finding to allow use of Professional General Contractors Inc. for continued repairs for the Orange Bowl Stadium Structural Repairs Project, B-30297 Purpose of Item: To request approval of the attached resolution, by a four -fifths (4-5ths) affirmative vote adopting the City Manager's finding of an emergency, waiving competitive bidding procedures, and approving an increase in the existing contract with Professional General Contractors, Inc., for continued structural repairs, in the amount of $3,717,005 from $2,849,031 to $6,566,036, for the project entitled "Orange Bowl Structural Repairs, Job No. B-30297", formerly B-3297. With the addition of project expenses incurred by the Department in the amount of $286,800, the total project cost is $6,852,936. Background Information: On July 17, 2003, the City Commission adopted R-03-829 authorizing a contract, in the amount of $1,949,039, with Professional General Contractors, Inc. for the project entitled "Orange Bowl Stadium Structural Repairs, B-30297", On March 25, 2004, R-04-0179 was adopted authorizing an increase in the amount of $500,000 to the contract, increasing the contract to $2,449,031 to pay for the additional repairs to access ramps and supports of the upper trusses. On June 24, 2004, R-04-0428 authorized a second increase to the contract in the amount of $400,000, increasing the contract to $2,849,031 to pay for other repairs to severely damaged overstressed structures. A third amendment to increase the contract in the amount of $3,717,005 is necessary to pay for additional repairs. The increase includes $2,954,256 for additional work described in Exhibit A of the Third Amendment and an allowance of $762,749 for anticipated additional work. During the course of work under the contract, generalized severe deterioration has been observed in the concourse at 36' - 0" Elevation at the north and south side of the Stadium, where the 3" concrete slab and the supporting structural framing are showing the same cracks and deflection that were present in the limited repair done under the Second Amendment to the contract. In addition, in the lower bowl, the tread and rise plates at the expansion joints and the end of support of the stands; the raker beam and the connection to the columns; the toe and head of the vomitory ramps, as well as the lateral bracing of the main structural framing require extensive repair because of the deterioration caused by corrosion and concrete distress related to corrosion. These repairs must be completed prior to the August 2005 start of the University of Miami College football season. Budget Impact Analysis NO Is this item related to revenue?
