BACKGROUND
The Department of Capital Improvements is responsible for the structural repairs at the Orange
Bowl Stadium and is currently repairing severely overstressed structures at the Stadium.
The Department has identWed the critical need for continuation of the current repair work as
severe deterioration has been observed in the concourse at + 36 — 0" Elevation at the north and
south side of the Stadium, where the 3" concrete slab and the supporting structural framing are
showing the same cracks and deflection that were present in the limited repair done under the
first and second amendment to the contract.
The Stadium is an integral component of the South Florida community. This Project has
undertaken to repair and maintain the supporting structures of the Stadium. Without these
continued repairs the structural stability of the Stadium is threatened. Completion of the repairs
must be acoomplished prior to the August 2005 start of the University of Miami football seasori.
Failure to complete the repairs by August 2005 will further delay the planned redevelopment of
the Orange Bowl Stadium. The structural repairs project is essential to the lice, health, welfare,
safety or convenience of the City.
FINDING
The Department of Capital Improvements and Transportation finds and determines that it is in
the best interest of the City to waive competitive bids and secure the services of the
Professional General Contractors, Inc., to construct specified structural repairs on designated
sections of the Orange Bowl Stadium, as part of the Structural Repairs Project at an added cost
of $3,717,005, Professional General Contractors, Inc. was awarded a contract in July of 2003 in
the total amount of $1,949,031 to perform structured repairs identified in the initial Bid/Contract
documents. Due to severe damage and deterioration noticed during the course of the approved
work, the contract was initially amended to include additional work in an amount not to exceed
$500,000. The contract was later amended for a second time in the amount of $400,000 to
cover additional repairs necessary to restore the structural integrity of the severely overstressed
structures in the concourse at + 36' — 0" Elevation, at the north side of the Stadium, where the
concrete slab was showing cracks and deflections that represented structural failures.
The Consultants retained by the City to oversee the structural repairs, and City staff have
identified new work as severe deterioration has been observed in the concourse at + 36 — 0"
Elevation at the north and south side of the Stadium, where the 3" concrete slab and the
supporting structural framing are showing cracks and deflection. The following additional
elements in the lower bowl require extensive repair because of the deterioration caused by
corrosion and concrete distress related to corrosion: the tread and riser plates at the expansion
joints and the and of support of the stands; the raker beam and the connection to the columns;
the toe and head of the vomitory ramps, as well as the lateral bracing of the main structural
framing (the "Additional Repairs").
In addition to the Additional Repairs, it is necessary to replace the concrete slabs at the 9'41"
concourse at the north and south of the Stadium; repair and replace the tie beams along grid
line M; life -safety improvements along the stem wall at the upper section of the lower bowl at the
West End Zone, and other related structural work ("Additional Anticipated Work").
The Contractor has estimated the cost of the Additional Repairs, including labor and materials,
not to exceed $2,954,256 and the estimated cost of the Additional Anticipated Work, including
labor and materials, not to exceed $762,749 for a total contract increase not to exceed
$3,717,005.
The Contractor is fully familiar with the Orange Bowl Stadium, is qualified and willing to perform
the Additional Repairs and Anticipated Additional Work.
The determination is that it is in the best interest of the City to amend the contract with
Professional General Contractors, Inc., an appropriately Iioensed contractor that, in this
instance, is familiar and experienced to undertake and perform such work because: a) it has an
existing contract for the structural repairs to the Stadium, b) it is already present and mobilized
on site, thus eliminating any new mobilization cost and c) it is familiar with the work, the project,
and the physical conditions of the site.
As provided in accordance with Section 18-89 (Public works and Contracts) of the Code of the
City of Miami and allowed by Florida Statutes §255.20, we recommend that the City Manager
affirm and adopt these findings and forward the matter to the City Commission for its approval.
