Subject: Interlocal Agreement (revised from Agreement approved at City Commission on December 9,
2004) between the City and Midtown Miami Community Development District (District) to add
construction services and $550,000 to accommodate the Miami Streetcar within Midtown Miami
Purpose of Item:
Authorization to adopt the attached resolution in the amount of $550,000, from Capital Improvement
Project No. 341330, entitled "Streetcar Project," derived from the City's share of the one-half cent
transit surtax, People's Transportation Plan, and authorization for the City Manager to execute an
Interlocal Agreement with the District, in substantially the attached form. This revised Agreement
will supersede the previous Agreement approved by the City Commission on December 9, 2004,
Resolution 04- 0 7 8 8 The revised Agreement also includes the previously approved amount of
$613,000 for conceptual and final design services and permit modifications to accommodate the
proposed Streetcar Project within Midtown Miami. The total amount for limited engineering services
for design and construction is not to exceed $1,163,000, and, will be performed by the District, as a
local unit of special purpose government.
Background Information:
The City Manager and the City's Transportation Office has determined that limited engineering
services are warranted regarding the streetcar as it impacts the street design and construction within
Midtown Miami. The City does not desire to expend markedly higher costs to accommodate the
stsreetcar if the Midtown streets and utility design and certain elements of construction is not
modified accordingly during the current narrow window of opportunity while Midtown is under
construction. Therefore, the limited design and construction services are required to avoid precluding
or significantly increasing the cost of the streetcar on the Midtown streets based on significant
underground utlity relocation, potential environmental contamination and higher future construction
costs associated with the streetcar track bed, station platforms and overhead electric contact system.
