HomeMy WebLinkAboutexhibit8HOPWA PROGRAM POLICIES HOPWA ELIGIBLEE APPLICANTS ELIGIBLE ACTIVITIES FUNDED MINIMUM CONTRACT MULTI YEAR FUNDING AGENCY COMPENSATION EXISTING Private non-profit CDCs, CBOs carrying out activities benefiting L/M income persons. • Scattered Sites Long Term Rental Assistance Management (LTRA) • Project Based Operational and/or Rental Assistance • Short Term Emergency, Rental, Mortgage and Utility Assistance (ERMU) • Housing Advocacy, Information and Referral Assistance (HASC) • Housing Quality Standards Inspections (HQS) Based on Type of Program: • LTRA — 50 clients • HQS — Minimum of 1,200 completed inspections Two year funding subject to; • satisfactory performance, • no outstanding monitoring findings, • no audit issues, and • no indebtedness to the City of Miami. LTRA: • $1,800 per client per year, includes: intake, annual certification, monthly phone contacts, quarterly face-to-face contacts, quarterly assessments and move -out -walk-through. PROJECT BASED: • Based on the contract amount (must prove the need of operational subsidy) and number of units assisted, averages $250- $300 per occupied unit per month. Agency must re -certify tenants on an annual basis. HQS: • $116 per completed inspection. PROPOSED Private non-profit CDCs, CBOs carrying out activities benefiting L/M income p ersons. • Scattered Sites Long Term Rental Assistance Management (LIRA) • Project Based Operational and/or Rental Assistance • Short Term Emergency, Rental, Mortgage and Utility Assistance (ERMU) • Housing Quality Standards Inspections (HQS) • Meals Assistance (MEALS) Based on Type of Program: • LTRA — 25 clients • PROJECT BASED — Based on funding gap of project sponsor • MEALS — Based only on the cost of providing meals to clients; minimum 50 clients, one meal per day, seven days er week Two year funding subject to: • satisfactory performance, • no outstanding monitoring findings, • no audit issues, and • no indebtedness to the City of Miami. p LTRA: • $1,200 per client per year, includes: intake, annual certification, monthly phone contacts, quarterly face-to-face contacts and quarterly assessments. • $100 per client per year; move - out -walk-through is performed for each client that moves at re- certification. • $500 per client per year; includes annual inspection, re -inspections, abatement inspections and complaint inspections. PROJECT BASED: • Based on the contract amount (must prove the need of rental or operational subsidy) and number of units assisted, maximum compensation of $300 per occupied unit per month.
