HomeMy WebLinkAboutpre resolutionCity of Miami Legislation Resolution: R-04-0444 City Hall 3500 Pan American Drive Miami, FL 33133 www.ci.miami.fl.us File Number: 04-00697 Final Action Date: 7/8/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ('HOPWA") PROGRAM FUNDS IN THE AMOUNT OF $875,000, FROM MOVERS, INC. CAPITAL PROJECTS AND ALLOCATING SAID FUNDS TO THE FOLLOWING PROJECTS BASED RENTAL SUBSIDY OR OPERATING SUPPORT PROGRAMS EFFECTIVE OCTOBER 1, 2004 TO SEPTEMBER 30, 2005: (1) BAME DEVELOPMENT CORPORATION OF SOUTH FLORIDA, INC., IN THE AMOUNT OF $50,000, FOR OPERATING SUPPORT OF BETHEL ARMS APARTMENTS; (2) MOVERS, INC., IN THE AMOUNT OF $80,500, FOR OPERATING SUPPORT OF SUGAR HILL PROPERTIES; (3) MOVERS, INC., FOR OPERATING SUPPORT OF LIFE QUEST I & fl, IN THE AMOUNT OF $63,000; AND (4) THE CITY OF MIAMI DEPARTMENT OF COMMUNITY DEVELOPMENT EMERGENCY RENTAL, MORTGAGE AND UTILITY ASSISTANCE PROGRAM, IN THE AMOUNT OF $681,500; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH SAID AGENCIES. WHEREAS, Resolution No. 03-449, adopted May 8, 2003, allocated a total of $425,000 for the purchase of properties adjacent to the Sugar Hill Facility and the development and rehabilitation of an additional 17 rental units to house low-income persons living with HIV/AIDS; and WHEREAS, Resolution No. 03-709, adopted June 24, 2003, allocated $450,000 for the construction of an emergency short term transitional housing project; and WHEREAS, MOVERS, Inc. has not expended the allocated funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of Housing Opportunities for Persons with AIDS Program funds, in the total amount of $875,000 from MOVERS, Inc. capital projects, and the allocation of said funds to the following projects based rental subsidy or operating support programs effective October 1, 2004 to September 30, 2005: (1) BAME Development Corporation of South Florida, Inc., in the amount of $50,000, for operating support for Bethel Arms Apartments, (2) MOVERS, Inc., for operating support of Sugar Hill Properties, in the amount of $80,500, (3) MOVERS, Inc., in the amount of $63,000, for operating support of Life Quest I & II, and (4) The City of Miami Department of Community Development Emergency Rental, Mortgage & Utility Assistance Program, in the amount of $681,500, is authorized. The City Manager is authorized{1} to execute an agreement, in substantially the attached form, with said agencies. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor {2}. Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten {10} calendar days from the date it was passed and adopted.
