It is respectfully recommended that the. City Commission adopt the attached Resolution
with attachments, allocating a projected amount of $10,715,000 for Fiscal Year 2004-
2005 and $2,035,495 of close-out funds for Fiscal Year 2003-2004 Housing
Opportunities for Persons with AIDS (HOPWA) for a total amount of $12,750,495
program funds as specified in attachment therein, for the provision of housing assistance
and housing related services to low income individuals living with HIV/AIDS and further
authorizing the City Manager to execute individual agreements with approved agencies,
in a form acceptable to the City Attorney, subject to applicable City Code provisions.

The Housing Opportunities for Persons with AIDS (HOPWA) Program was created with
the passage of the AIDS Housing Act by the U.S. Congress and revised under the
Housing and Community Development Act of 1992. Since 1994, the City of Miami has
been responsible for the implementation and administration of HOPWA funds from the
U,S. Department of Housing and Urban Development (U,S. HUD) for programs designed
to provide housing and housing related services to individuals living with HIV/AIDS
throughout Miami -Dade County.
U.S. HUD has advised the City of Miami that its 2004-2005 annual HOPWA projected
entitlement grant will be $10,715,000. In addition, there is $2,035,495 of close-out 2003-
2004 Fiscal Year HOPWA funding available for distribution, for a total available
allocation of $12,750,495.
In recent years, the HOPWA Program has undergone significant restructuring to make it
more effective and responsive to the housing and housing related assistance needs of
individuals living with HIV/AIDS throughout Miami-DadeCounty. These actions were
taken with the basic premise of creating an improved service delivery system to better
serve the HIV/AIDS population in the City and Miami -Dade County.
The total number of clients receiving long-term housing assistance throughout Miami -
Dade County will be maintained at a total of 1250 recipients.
It is respectfully recommended that the City Commission adopt the attached Resolution
with attachments, allocating a projected amount of $10,715,00 for Fiscal Year 2004-2005
and $2,035,495 of close-out funds for Fiscal Year 2003-2004 Housing Opportunities for
Persons with AIDS (HOPWA) for a total amount of $12,750,495 program funds as
specified in attachment therein, for the provision of housing assistance and housing
related services to low income individuals living with HIV/AIDS; and further authorizing
the City Manager to execute individual agreements with approved agencies, in a form
acceptable to the City Attorney, subject to applicable City Code provisions.
Funds provided for this purpose are available from the Housing Opportunities for
Persons with AIDS (HOPWA) Program and there is no budgetary impact on the
General Fund.
