Scope of Service
CIP Independent Counsel provides the following services:
1. Directs, coordinates and administers all legal matters concerning the CIP, subject to the
direction of the CIP.
2. Provides legal advice and direction to the CIP, Executive Director and administrative
staff as further described in Section 11.5-9 of the City Code of the City of Miami.
3. Reports directly to the Civilian Investigative Panel.
4. Monitors and approves all contracts involving CIP Independent Investigators, or other
documents related to CIP activities, duties and responsibilities.
5. Serves as legal advisor and consultant in the resolution of complex legal matters with
legal staff and other administrators as needed.
6. Represents the CIP at each of its monthly meetings and hearings.
7. Provides appropriate legal advice and/or written and oral opinions, as necessary.
8. Reviews CIP requests for issuance of subpoenas and makes a determination after
consultation with the State Attorney.
9. Represents the CIP in court and before quasi-judicial or administrative agencies of
government.
10. Performs legal services exclusively and only for the CIP.
11. Must be generally present in the CIP during normal business hours and as may be
required by the CIP.
12. Performs other duties of a legal/administrative nature as required or designated by statute,
the City Charter and the CIP enabling Ordinance, as directed by the CIP.
Further, Provider agrees:
a. Vacation, sick leave and other extended absences shall be determined in
consultation with the CIP Chairperson.
b. To maintain all required professional licenses.
c. To attend seminars, training as may be approved by CIP.
