Re: Proposal for City of Miami Bicentennial Park Shoreline Stabilization Project - Phase III
Dear Mr. Ordonez:
This letter is our proposal to provide permitting and grant assistance services to the City of
Miami (the City) for the proposed Bicentennial Park Shoreline Stabilization Project — Phase III
located in Miami FL. The proposal is based on preliminary design concept discussions with the
City and agency personnel, review of preliminary conceptual drawings for Phase III, and on our
experience for Phases I and II.
The objective of the tasks outlined in this proposal is to provide engineering services, permitting
and grant assistance to the City of Miami to complete the Shoreline Stabilization projects around
the FEC slip and Bicentennial Park. Phase I replaced the bulkheads around the eastern and
southern sides of Bicentennial Park. Phase II is to replace, repair and construct bulkheads on
the remaining portion of the southern side of Bicentennial Park, across the western end of the
FEC slip, and along the western end of the southern side of the FEC slip. Phase l!I extends
bulkhead from Phase II along the remaining portion of the southern side of the FEC slip and
16.0 feet along Biscayne Bay south of the FEC slip. The bulkhead will be located along the
MHW line with a design similar to Phases! and II.
Edwards and Kelcey (EK) in conjunctionwith Dalton, Olmsted & Fuglevand, Inc. (DOF) and High
Surveying and Mapping proposes to provide the following services for the phase I11 project:
1) Seawall Permitting and (FIND) grant applications
• Ecological and environmental permitting assistance and preparation of joint United
States Army Corps of Engineers (USACE) and the Florida Department of
Environmental Protection (FDEP) Environmental Resource Permit (ERP) application
for the described work.
• Ecological and environmental permitting assistance and preparation of Miami -Dade
County Department of Environmental Resources Management (DERM) Coastal
Construction Class I permit application for the described work.
• Inwater biological survey of Phase III work area.

• Preparation of conceptual mitigation plan, if required.
• Florida inland Navigation District (FIND) grant application assistance for the 2005
grant cycle.
As a result of the agency coordination that has been accomplished to date, it is not anticipated
that additional pre -application coordination will be required. However, the standard FDEP and
USACE permits should not be delayed in order to assure qualification for the 2005 FIND grant
cycle.
The following major tasks are identified for the work.
Task I - Permitting Assistance may include the following subtasks:
1. Provide summary of ecological findings from Phase 111 biological assessment that is
being prepared by DOF. This effort will include a site visit including an in -water
assessment of resources adjacent to the seawall, and summary memorandum of
ecological findings.
2. Prepare ERP (USACE and FDEP) permit applications. Draft permit applications will
be provided to the City for review. Combined comments will be incorporated as
requested into final applications. Completed permit application packages will be
provided to the City ready for submittal to agencies.
3. Prepare Class 1 (DERM) permit application. A draft permit application will be
provided to and the City for review. Combined comments will be incorporated as
requested into the final application. A completed permit application package will be
provided to the City ready for submittal to DERM.
4. Prepare a conceptual mitigation plan. DOF will prepare a plan that will include
identification of impacts to be mitigated based on the Phase 111 site visit/biological
assessment, development of up to three potential mitigation alternatives, and
refinement of mitigation plan to addresses agency comments. Mitigation alternatives
will be based upon available data without extensive site investigation.
5. Coordinate with agencies during review of permit applications for shoreline protection
construction project including preparation of up to 1 response to request for
additional information per agency (3 maximum) including phone coordination.
6. Review of final permit language.
The following items related to the permit applications are to be provided by others and
are not included as part of this proposal:
• Variance from Environmental Quality Control Board (EQCB), if
required.
• Ownership determination
• Permit application fees

Task II - FIND Grant application may include the following subtasks:
1. Prepare FIND grant application in conjunction with City of Miami grant writers.
Draft grant application will be provided to the City for review. Comments will be
incorporated and application will be revised, as necessary. Complete grant
application package will be provided to the City ready for submittal to FIND.
2. Participate in City coordination meetings for grant application.
3. Coordinate with FIND during review of grant applications including attending up
tol meeting in Florida for grant presentation, providing additional items requested
in completeness summary, and tracking progress of application.
4. Assist the City in preparation of grant application PowerPoint slide show for City
Staff presentation to FIND grant application evaluation committee by providing
review and input to the presentation prepared by the City.
5. Prepare project design/schedule
6. Prepare project cost estimate
Task I - Permitting Assistance deliverables will include the following:
• Biological assessment summary memorandum
• Draft joint ERP application (USACE and FDEP)
• Draft Class I permit application (DERM)
• Final joint ERP application for agency submission
• Final Class 1 application for agency submission
Task II - FIND Grant application deliverables as follows:
• Draft FIND application for City review.
• Final FIND application for agency submission.
Permit and grant schedules are dependent upon agency review and coordination, which
is outside the control of EK. However, as in past years, every effort will be extended to
secure the required permits in time for the FIND grant.
The draft ERP and Class I permit applications will be completed within 3 weeks of
receipt of Notice to Proceed. It is anticipated that this will occur rapidly and draft permits
will be completed in early October.
The draft FIND grant application will be completed 5 weeks prior to the FIND application
submittal date. The 2005 FIND grant schedule is not available but it is anticipated based
upon past years that the grant application submittal will be due April 15t. Based upon this
date, the draft application will be provided in late January.

2) Surveying and Mapping Services:
• Locate the existing seawall at the southeast corner of the FEC Boat Slip
• Provide staking of the proposed seawall for Phase III by field measurements for
agency review
• Show additional elevations of the AA Arena Parking Facility on specific purpose
survey.
3) Structural Engineering Services:
• Provide complete professional engineering services for the following phases as
described under Paragraph 6. Scope of Work of Professional Services
Agreement.
A. Phase I. Programming and Schematic Design (See note below)
B. Phase II. Design Development.
C. Phase III. Construction Documents.
D. Phase IV. Bidding and Negotiation Phase.
E. Phase V. Administration of the Construction Contract.
F. Phase VI. Post Construction Administration.
Note: This Phase is to supplement Programming and Schematic Design Services
outlined in our March 18, 2004 proposal and includes preparation of permit application
packages to be submitted to USAGE, FDEP and DERM with necessary signed and
sealed permit drawings, preparation of engineering calculations and details, review and
update of Probable Construction Cost Estimate and Supplementary Surveying Services.
Edward and Kelcey's proposal does not include:
• Design of infrastructure needed to operate a marine facility.
• Design of permanent sewage pump -out systems and portable pump -out systems
required by permitting agencies.
• Design of public walkways, plazas, asphalt walks and roads, landscaping,
drainage and irrigation systems, lighting plans, relocation of existing underground
utilities and permitting services associated with these tasks.
In general, Edwards and Kelcey will provide structural design, calculations and a final bid
package including bid documents and specifications. Shop drawing review and
construction phase services are also included in the scope of Work.
The work shall be performed within the time allocated in each phase thereof as indicated
on the project schedule dated September 23,2004 (copy attached).

Compensation 'shall be based on a fixed fee. Edwards and Kelcey's fixed fee including
expenses for the work described would be $292,440.00 (Two hundred ninety two
thousand four hundred forty dollars).
A breakdown of the work effort required to accomplish the tasks outlined in this proposal
and sub consultant fees are being provided to you under "Exhibit A" and "Exhibit B"
(copy attached).
