N/A. Consideration of amending Ordinance No. 11000, of the Zoning Ordinance of the City of Miami, Florida, by amending Articles 4 and 6, Section 401 Schedule of District Regulations, and Section 614 SD-14; in order to modify the C-1 Restricted Commercial and SD-14 zoning classifications with regards to footprint limitations; adding conditions for approval; containing a repealer provision and a severability clause; and providing for an effective date. PLANNING RECOMMENDATION Approval. BACKGROUND AND ANALYSIS The proposed amendment is in order to modify the footprint requirements in the C-1 Restricted Commercial and SD-14 Latin Quarter Commercial -Residential District zoning districts from a maximum of 40% of the gross lot area to a maximum of 60% of the gross lot area by Class II Special permit. In recent years, and as a result of new design criteria, the Planning and Zoning Department has been requesting "liner" uses to be utilized in hiding garage structures. These "liners" often require larger footprints in order to create more urban, pedestrian friendly projects along our commercial corridors. The 40% requirement in the ordinance today is more of a "suburban" limitation which promotes a great deal of asphalt for surface parking and is no longer appropriate for urban commercial corridors. The Class II Permit will ensure the provision of liners for greater footprints.
