Background of Item: The City of Miami (the "City") maintains the Northwest 11 Street Road right -of way west of Northwest 10 Avenue (the "R/W'). The gates of Halissee Hall were constructed circa 1912 as the entrance to John Sewell's Halissee Hall. The intent of Chapter 23 — Historic Preservation of the City Code of Ordinances (the "Code") is to preserve and protect the heritage of the city through the identification, evaluation, rehabilitation, adaptive use, restoration, and public awareness of Miami's historic, architectural, and archaeological resources. On October 26, 1982, pursuant to Resolution HC-82-15 of the Heritage Conservation Board recommended to the City Commission for designation as a Heritage Conservation District the Halissee Hall, approximately 1475 Northwest 12 Avenue. On January 13, 1983, Miami City Commission approved Ordinance number 9558 designating Halissee Hall as a City Historic Site. Heritage Conservation Zoning District. The remaining entrance gates located on the R/W were commissioned by pioneer John Sewell in 1912 to provide an entrance to Halissee Hall. Halissee Hall has been adaptively repurposed as part of the Jackson Health complex. The gates on the R/W were bisected from the original tract of land by the construction of the Interstate 395 Expressway. On April 3, 2024 Miami Dade Heritage Trust applied to the City of Miami to designate the gates. As pursuant to the Code any organization that has been a registered non-profit corporation in the state for at least five (5) years with a recognized interest in historic preservation with a resolution approved by a supermajority vote of the members present may apply for designation. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to act on behalf of the City of Miami as the Applicant for the designation of the Halissee Hall Gates located on Northwest 11 Street Road, an unimproved public right-of-way, west of Northwest 10 Avenue, as an individual historic site pursuant to Chapter 23 of the City Code.
