A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO APPLY FOR DESIGNATION OF THE HALISSEE HALL GATES,
LOCATED ON NORTHWEST 11 STREET ROAD, AN UNIMPROVED PUBLIC
RIGHT-OF-WAY WEST OF NORTHWEST 10 AVENUE, AS AN INDIVIDUAL
HISTORIC SITE PURSUANT TO THE PROVISIONS OF CHAPTER 23 OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED.
WHEREAS, the City of Miami ("City") maintains the Northwest 11 Street Road right -of
way west of Northwest 10 Avenue ("R/W'); and
WHEREAS, the gates of Halissee Hall were constructed circa1912 as the entrance to
John Sewell's Halissee Hall; and
WHEREAS, the intent of Chapter 23 of the Code of the City of Miami, Florida, as
amended ("City Code"), titled "Historic Preservation," is to preserve and protect the heritage of
the City through the identification, evaluation, rehabilitation, adaptive use, restoration, and public
awareness of Miami's historic, architectural, and archaeological resources; and
WHEREAS, on October 26, 1982, pursuant to Resolution HC-82-15 of the Heritage
Conservation Board recommended to the City Commission for designation as a Heritage
Conservation District the Halissee Hall, approximately 1475 Northwest 12 Avenue; and
WHEREAS, on January 13, 1983, the Miami City Commission approved Ordinance No.
9558 designating Halissee Hall as a City Historic Site; and Heritage Conservation Zoning
District; and
WHEREAS, the remaining entrance gates located on the R/W were commissioned by
pioneer John Sewell in 1912 to provide an entrance to Halissee Hall; and
WHEREAS, Halissee Hall has been adaptively repurposed as part of the Jackson Health
complex; and
WHEREAS, the gates on the R/W were bisected from the original tract of land by the
construction of the Interstate 395 Expressway; and
WHEREAS, on April 3, 2024, Miami Dade Heritage Trust submitted an application to the
City to designate the gates; and
WHEREAS, pursuant to the City Code any organization that has been a registered non-
profit corporation in the state for at least five (5) years with a recognized interest in historic
preservation with a resolution approved by a supermajority vote of the members present may
submit an application for designation;

NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized1 to act on behalf of the City of Miami as the
Applicant for the designation of the Halissee Hall Gates located on Northwest 11 Street Road,
an unimproved public right-of-way, west of Northwest 10 Avenue, as an individual historic site
pursuant to Chapter 23 of the City Code.
Section 3. This Resolution shall become effective immediately upon its adoption.
