Dear City of Miami Planning Advisory Board:
The Miami River Commission (MRC) respectfully recommends
approval of Agenda Items 4 & 5, Major Use Special Permits (MUSP)
for "Riverfront East & West".
On September 13, 2004, Ms. Vicky Garcia -Toledo, Bilzin Sumberg,
Mr. Luis Revuelta, Revuelta Leon Architects, Mr. Tony Cabrera,
Epoch Development, and Mr. Frank Guerra, Neo Concepts, presented
the "Riverfront East" and "Riverfront West" MUSP's to the Miami
River Commission. The subject property is located on the River's
north shore, between S. Miami Ave and Metro -Rail. The MRC
unanimously found the mixed -use development to be consistent with
the award winning Miami River Corridor Urban Infill Plan's
recommendations for this downtown "lower river" property, which has
been vacant for decades. In addition, the Miami River Commission
unanimously found the project to be consistent with the Miami River
Greenway Action Plan, in providing a publicly accessible 20-foot wide
riverwalk, featuring a 16-foot wide unobstructed pedestrian path and a
4-foot passive area with landscaping, lighting, benches, and other
amenities, within the 50-foot building setback from the shoreline. The
project's first floor features restaurants and retail connecting to the
riverwalk. The consistency with the Miami River Greenway Action
Plan is subject to development of the riverwalk within 5 years of
Major Use Special Permit approval.
