1 have received the Large Scale Development plans for the River Front East project
located at South Miami Avenue and S.W. 3 Street and have the following comments_
1. Platting of land is required. A portion of the River Front East tract is
currently unplatted. A sanitary sewer easement bisects the parcel and
currently contains a 36-inch sanitary sewer interceptor pipe. A Florida
Power and Light easement also bisects the parcel. In order to develop this
project, the easements must be abandoned and the developer must
arrange for the relocations of major utility facilities.
2. An agreement (covenant) between the City of Miami and the property
owner is required for any non-standard installations in the public right of
way (decorative sidewalk and pavement, landscaping, irrigation,
decorative lighting).
3. Verify the requirements of the Miami -Dade County Public Works
Department for access to South Miami Avenue. City of Miami driveway
entrances, in compliance with A.D.A. standards, shall be required. The
maximum driveway width is 40 feet unless approved by the Director of
Public Works.
4. All transitions from the established street profile grade to the building
flood elevation must be accomplished on private property. Stairs, ramps,
retaining walls, etc. will not be permitted in the public right of way.
5. Dedication of the 25-foot corner radius at street intersection is required.
6. Standard parking stalls are 8 1 feet wide, 18 feet long and require 23 feet
of back-up distance.
7. All stormwater must be retained on site including the driveways and
plazas on private property adjacent to the public streets. All plazas and
driveways must be graded or trench drams provided to prevent "sheet
flow" form entering the right of way.
8. On sheet nos. A-303, A-305 and A-306, the proposed building support
columns conflict with parking stalls and vehicle maneuvering. Also check
sheet no. A-302, this sheet was missing from the large scale development
review set.

9. On sheet no. A-201, the proposed building support columns conflict with
the southerly service road and service alley. Building columns also conflict
with visitor/retail parking and all three loading bay truck turning
maneuvers.
10. On sheet no. A-102, the proposed building support columns conflict with
parking stallsated within the ramp area.
11. On sheet no. LA-1.B, the sidewalk along N.W. 3 Street is approximately 5
feet wide and is too narrow to accommodate tree wells and meet A.D.A.
minimum clear width requirements. The A.D.A. clearance requirements
must be provided in the public right of way without requiring pedestrians
to enter private property to go around the trees. The trees must be
relocated back to private property to provide the proper clearance in the
right of way.
In addition to these comments, the following minimum right of way improvements will
be required:
Replace all broken and damaged sidewalk, curb and gutter adjacent to the project site.
Tree grates will be required at all street tree wells adjacent to the site. Construct A.D.A.
compliant handicap ramp on the southwest corner of the intersection of South Miami
Avenue and S.W. 3 Street.
Pavement restoration for all water and sewer extensions, existing damaged pavement
and pavement damaged during construction, as determined by the City inspector, shall
include milling and resurfacing of the full pavement width, curb to curb, along the
entire length of the excavation and/or damaged pavement area. Milling and
resurfacing of the full pavement width, curb to curb, along S.W. 3 Street from the west
side of the Metrorail corridor to its intersection with South Miami Avenue shall be
required.
