Subject: Resolution authorizing thepurchase of an Alert AM Emergency Advisory Radio System and a
Mobile Emergency Broadcast System
Purpose of Item:
Resolution authorizing the purchase of (3) Alert AM Emergency Advisory Radio Systems and (1)
Responderl Mobile Emergency Broadcast System with accessories from Information Station
Specialists (ISS), Incorporated, a Non-Minority/Non-Local vendor, located at 3368 88th Avenue,
Zeeland, MI 49464, for the Department of Fire -Rescue, in an amount not to exceed $127,655.
Funding is available from the Urban Areas Security Initiative ("UASI") Grant Program II, Project No.
110111, Account Code No. 280910.6.840.

The Alert AM Emergency Advisory Radio System will decrease the emergency public information
gap within the City of Miami by providing its residents up-to-date information before, during, and
after any manmade or natural disasters when other viable sources of information are not available.
During these emergencies, our residents will be able to receive continuous and reliable information
from the Division of Disaster Management on how to prepare for and respond to disastrous events.
Traffic and road conditions (such as evacuation routes and instructions, bridge closures, hazards, and
advisories), shelter locations and their availability, disaster relief, and other notices (such as
instructions to out-of-town emergency workers) may be broadcasted through a pre-recorded 24 hour
information cycle. These broadcasts will be heard on the resident's regular AM radio reported solely
from the City of Miami without any interference from other media and without commercial
interruption. This continuous loop of information can be changed at any time via remote and has the
option of reporting live.
This project will entail 3 permanent synchronized satellite locations throughout the City, providing
complete coverage to the residents in all 5 districts due to its 3 to 5 mile stretch of frequency per
antenna. These antennas will be placed at the Department of Fire -Rescue's Station Numbers 6
(located at 701 NW 36th Street) and 10 (located at 4101 NW 7th Street) as well as a transmitter at
Shenandoah Park. This Vertical Profile Anntennas' patented design is people and environment
friendly by making any excavation for groundplanes and chemical groundrods unnnecessary. A
simple 6" wide by 6' deep hole is made to insert the 19' tall antenna. This patented system is different
from others where there are no pipes emitting chemicals into the surroundig soil nor is there any
significant trenching or drilling.
The Mobile Unit will be utilized partly for redudancy. In case one of the antennas is destroyed it can
pick up the slack in that area and provide radio coverage. The Mobile Unit will also host a separate
frequency in order to offer information in remote locations (ex. placing the unit at the Orange Bowl to
instruct participating residents where to drop offlpick-up food and where to drop off/pick-up water).
This Alert AM Emergency Advisory Radio System is also a useful method for routine messages for
the City to inform its residents of community events, available City and County services, criminal
alerts, traffic reports, and even live relays of Commission meetings. These messages will be
developed and delivered by the Office of Communications. This radio resource is not only beneficial
to our residents who don't subscribe to cable or those that are "on -the -go", but also to our City
employees who are unable to attend a Commission meeting or who may have missed the email
inviation to the latest City event.
Whether we are asking our residents to tune in to learn how to prepare and respond to a disaster,
inviting them to a cultural event, or asking their participation to a Commission discussion, this Alert
AM Emergency Advisory Radio System will be the medium to strengthen our community by keeping
them included in City life.
