A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY
A FOUR -FIFTHS (415THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED
PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S FINDING OF A SOLE SOURCE; WAIVING THE REQUIREMENTS
FOR COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE
ACQUISITION OF THREE (3) ALERT AM EMERGENCY ADVISORY RADIO
SYSTEMS AND (1) RESPONDERI MOBILE EMERGENCY BROADCAST SYSTEM
WITH ACCESSORIES, INCLUDING EQUIPMENT, TRAINING, INSTALLATION,
AND MAINTENANCE SUPPORT SERVICES FOR THE DEPARTMENT OF FIRE -
RESCUE (THE "PROJECT"), FROM INFORMATION STATION SPECIALISTS INC.
("ISS"), THE SOLE SOURCE MANUFACTURER, FOR A TOTAL CONTRACT
AMOUNT NOT TO EXCEED $127,655; ALLOCATING FUNDS FROM THE
FEDERAL GRANT ENTITLED, "URBAN AREAS SECURITY INITIATIVE GRANT
PROGRAM II," PROJECT NO. 110111, ACCOUNT CODE NO. 280910.6.840;
RATIFYING, APPROVING, AND CONFIRMING THE AM RADIO LICENSE
APPLICATION, ATTACHED AND INCORPORATED, PREVIOUSLY SUBMITTED
TO THE FEDERAL COMMUNICATIONS COMMISSION BY THE CITY OF MIAMI
DEPARTMENT OF FIRE RESCUE AND ISS; AND AUTHORIZING AND
DIRECTING THE CITY MANAGER TO UNDERTAKE ANY NECESSARY RELATED
PROCEDURES FOR LICENSES, PERMITS AND REQUIREMENTS AND TO
NEGOTIATE AND TO EXECUTE ANY NECESSARY DOCUMENTS AND
AGREEMENTS FOR THE PROJECT, FOR SAID PURPOSES.
WHEREAS, the proposed Alert AM Emergency Advisory Radio System and Responder) Mobile
Emergency Broadcast System with accessories, will decrease the emergency public information gap
within the City of Miami ("City") by providing its residents up-to-date information before, during, and
after any manmade or natural disaster when other viable sources of information are not available; and
WHEREAS, these broadcasts will be heard on the resident's regular AM radio reported solely from
the City without any interference from other media and without commercial interruption; and
WHEREAS, this project will entail three permanent synchronized satellite locations throughout the
City, providing complete coverage to the residents in ail 5 districts due to its 3 to 5 miles stretch of
frequency per antenna; and
WHEREAS, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as amended
("City Code"), the Chief Procurement Officer has adopted a finding that Information Station Specialists
Inc. ("ISS") is the sole source manufacturer, to provide the Alert AM Emergency Advisory Radio
System and Responder) Mobile Emergency Broadcast System with accessories, including equipment,
training, installation, and maintenance support services; and
WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as the
City ,of Miami

finding of the City Manager;
WHEREAS, the City Manager and the Chief of Fire -Rescue recommend that the requirements for
formal competitive sealed bidding procedures be waived and the procurement of the above equipment,
training, installation, and maintenance support services as specified be approved; and
WHEREAS, the use of the Alert AM Emergency Advisory Radio AM Emergency Advisory Radio
System and Responder) Mobile Emergency Broadcast System with accessories, including equipment,
training, installation, and maintenance support services (the "Project") will require the City to obtain an
AM radio license from the Federal Communications Commission ("FCC") and to undertake necessary
related procedures for licenses, permits, requirements, and documentation with the FCC and with ISS;
and
WHEREAS, the City's Department of Fire Rescue and ISS submitted on December 15, 2004 a
necessary FCC License Application, attached and incorporated, to reserve a specific optimum AM
Radio frequency for the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City
Manager's finding of a sole source, waiving the requirements for competitive sealed bidding
procedures, pursuant to Section 18-92 of the City Code, is ratified, approved and confirmed, and the
acquisition of three (3) Alert AM Emergency Advisory Radio Systems with accessories and (1)
Responder) Mobile Emergency Broadcast System, including equipment, training, installation, and
maintenance support services for the Department of Fire -Rescue, from ISS, the sole source
manufacturer, is approved, for a total contract amount not to exceed $127,655, with funds allocated
from the Federal grant entitled, "Urban Areas Security Initiative Grant Program II," Project No. 110111,
Account Code No. 280910.6.840.
Section 3. The FCC License Application, attached and incorporated, submitted on December 15,
2004, by the City's Department of Fire Rescue and ISS is ratified, approved and confirmed.
Section 4. The City Manager is authorized and directed to undertake any necessary related
procedures for licenses, permits and requirements and to negotiate and execute any necessary
documents and agreements for the Project for said purposes.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
