ENCLOSURES:
It is respectively recommended that the City Commission adopt an
ordinance amending Section 2-269 of Chapter 2, Administration,
and Section 55-6 of Chapter 55, Subdivision Regulations, of the
Code of the City of Miami, Florida. Amending Section 2-269 will
provide for an expedited process for reviewing and recording
plats; and amending Section 55-6 will provide for certain
changes, erasures, modifications or revisions to a plat after
approval by the City Commission and prior to its recordation.
BACKGROUND:
The Department of Public Works feels that an expedited review and
recording process by outside consultants for plats is desirable
and recommends that City Code Section 2-269 be amended to read as
follows:
The fees to be charged for an expedited review for
processing tentative plats and recording plats
submitted for approval of the City, including
inspection of the permanent reference monuments set in
the field, are hereby fixed as follows:
Outside source review fee - Actual Cost
Plus 15%. administrative fee for processing
Also, the Department of Public Works feels that present Code
Section 55-6, which prohibits any changes, erasures,
modifications or revisions to a final plat after it has been
approved by the City Commission, unless the plat is resubmitted
for new approval, with the necessary fees, is very restrictive
and can hinder the processing of a plat; and, therefore,
recommends that City Code Section 55-6 be amended to read as
follows:

Any changes, erasures, modifications or revisions to an
approved plat prior to recordation may only be made by
the Plat Section with the approval of the Supervisor of
Plats to correct scriveners errors, reflect accurate
legal descriptions and locate right-of-way dedications,
drainage ways and easements.
No changes, erasures, modifications or revisions to an
approved plat prior to recordation shall be made unless
resubmitted for new approval provided, however, that
the governing body may, after public hearing and based
only upon a recommendation by the Supervisor of Plats,
change, modify or revise dedicated road rights -of -way
or drainage easements.
