RE: Non -Binding Straw Ballot Question — County Properly Appraiser
Dear Colleagues,
At tomorrow's commission meeting, I intend to initiate a discussion about the
possibility of placing a non -binding straw ballot question before the city's
electorate regarding the Miami -Dade County Property Appraiser. As a result of
the timeline established by the Miami -Dade County Elections Department, this
issue is time -sensitive. After consulting with the City Attorney's Office, I
respectfully submit the following two ballot question options for your review:
Shall the Miami -Dade County Charter be changed to allow Miami -Dade
County to elect its Tax Assessor, rather than providing for the County
Manager to have the power to appoint and suspend the Tax Assessor?
Or
Shall the voters of Miami -Dade County Charter elect its Tax Assessor
instead of the County Manager of Miami -Dade County appointing the
Tax Assessor?

Below is an excerpt from email | received this morning from Supervisor of Elections Constance Kaplan relative tnthe
possibility of a County -wide Election during March, 2005. This information is being sent to you for your review and possible
action if the Commission decides it wants to place questions on that ballot.

County Commissioners will discuss the Resolution calling for the election ioucommittee meeting no
Wednesday., January \2at2pin. The BCC will possibly vote oothe item u1the BCC meeting ooJanuary 2O,
2005. IF there is ocouoty-nvidc election on March 0 and IF you wish to oiocc questions on the ballot for your
municipality, we must receive final ballot language by 5 pm on Monday, January 24, 2005, Alicia Acosta -
Thatcher, our Municipal Election Coordinator, should be advised as soon uspossible if you may have any ballot
questions to include.

election. We face numerous logistical challenges with early voting, absentee ballots, ballot creation, etc.
Election services are more and more critical and wcwant tomake voting convenient and easy for all voters.
You should also bcaware that Early Voting (F.S. 101.657) may apply k` your municipal c\eotk>os. Please
discuss this subject with your commissioners and/or counsels."
As you can see from the excerpt, the January 13, 2005 Commission meeting is the only meeting that will be held prior to
the ballot language submission deadline,
