A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE THE VIRGINIA KEY MASTER
PLAN JOINT PARTICIPATION AGREEMENT ("JPA"), IN SUBSTANTIALLY THE
ATTACHED FORM, BETWEEN MIAMI-DADE COUNTY ("COUNTY") AND THE CITY
OF MIAMI FOR THE PURPOSES STATED HEREIN; ACCEPTING A
CONTRIBUTION OF EIGHTY-FIVE THOUSAND DOLLARS ($85,000), FROM THE
COUNTY FOR THE PREPARATION OF THE MASTER PLAN, BASED ON THE
TERMS AND CONDITIONS SET FORTH IN THE JPA.
WHEREAS, the City of Miami ("City") wishes to develop a Master Plan for Virginia Key in its
entirety to create a public waterfront and open space; to develop policies for the use, development
and management of all public and privately owned land and facilities; to ensure the protection and
enhancement of natural resources while providing for the necessary infrastructure and roadway
capacity to serve the future developments and existing needs of Virginia Key; and to make
recommendations for future island -wide improvements and protection of remaining public beaches,
parks and conservation areas; and
WHEREAS, Miami -Dade County ("County") is a major property owner in Virginia Key and
operates a Sewer Treatment Plant; and
WHEREAS, the County wishes to participate with the City in the preparation of the Master Plan;
and
WHEREAS, the purpose of the Joint Participation Agreement ("JPA") is to provide financial
assistance, up to eighty-five thousand dollars ($85,000), from the County to the City for the
preparation of the Master Plan, pursuant to the City's Request for Qualifications No. 03-04-028;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute the JPA, in substantially the attached
form, between the County and the City.
Section 3. A contribution of eighty-five thousand dollars ($85,000), from the County for the
preparation of the Master Plan, based on the terms and conditions set forth in the JPA, is accepted.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
