Projects receiving awards in excess of $2,000 will be subject to Davis Bacon Act wage rate requirements. Project Types: These types of projects mentioned above will continue to include: electrical, building, fire, plumbing, mechanical and ADA compliance projects. Matching Funds for Individual Businesses: Participating Businesses will be required to provide matching funds according to the following chart with the minimum specified below up to a maximum of 15%. Award Amount Minimum Matching Funds $2,000 and below 5% $2,001 to $5,000 10% $5,001 to $15,000 15% Requirements for Commercial Code Compliance Proiects: The Community Based Organization (CBO) will provide assistance under the Commercial Code Compliance Program to eligible For Profit businesses located in the district from which the Community Based Organization (CBO) is funded. To be eligible, the entity must meet the following criteria: > must be an operating for -profit business having an occupational license for that location and a certificate of use for that type of business. ➢ must have a violation notice from the City of Miami Building Department and/or City of Miami Net office along with a letter of interest. Businesses located in census tract areas with 51% or more of low/moderate income persons, are eligible to participate in the Commercial Code Compliance Program. If the Agency intends to use "the service area" because the business location did not meet the 51% low/mod income area, then the Community Based Organization assigned to that district, must submit written documentation (area map) supporting the service boundaries and provide documentation describing how the nature and the location of the facility or service, establishes that it is used predominantly by low and moderate income persons. Community Based Organization (CBO) will not submit a project for approval in which the Letter of Interest is dated more than six (6) months prior to the date unless the following is met: > Extensions of the expiring Letters of Interest will be considered if requested in writing from the Director of Community Development. A Letter of Interest dated more than six (6) months prior to September 30 must be updated. The City will compensate the Community Based Organization (CBO) for their implementation of a project after the work is completed. If there are several treatments for one project, the project management fee to the agency will be paid according to the phase/treatment completed. The cost of the contractor will be paid upon acceptance of the package. If the total cost of the project exceeds $2,000, Certified Payrolls (HUD Form Wh- 347) for all subcontractors and the contractors, Contractor's and Subcontractor's Certifications Forms and HUD form 4010 must be included in all "per phase" reimbursement request package submitted. The City will compensate the Community Based Organization (CBO) on a performance basis in an amount not to exceed the maximum rate of 20 % of the total project cost. The work performed under the Commercial Code Compliance Program shall be subject to site inspection. The Community Based Organization (CBO) agrees to comply with the City of Miami Commercial Code Compliance Program Policies and Procedures Manual, attached to the contract as Appendix A. The Policies and Procedures Manual may be amended by the City in its sole discretion from time to time, by Program Directives.
