Subject: Sole source purchase of three hundred forty (340) TASERS, Style No. X26, Model 26000, and
related equipment.
Purpose of Item:
It is respectfully recommended that the City Commission waive the necessity of competitive bids and
approve the attached Resolution for the sole source purchase of three hundred forty (340) TASERS
Style No. X26, Model 26000 and other necessary equipment, as listed on Attachment "A", from
TASER International, Inc., located at 7860 E. McClain Drive, Suite 2, Scottsdale, AZ 85260, for the
Department of Police, in an amount not to exceed $293,350.18. Funding is to be provided by the
Police General Operation Budget, Account Code No. 001000.290201.6.840 ($146,675.09) and the
Local Law Enforcement Block Grant (LLEBG) IX Program, Account Code No. 142023.290548.6.840
($146,675.09).
Background Information:
The Department of Police conducted a four (4) month pilot program for less than lethal weapon using
the Advanced TASER M26. A total of thirty-six (36) officers participated in the pilot program. The
officers were provided guidelines and training for the use of the weapon, which included a
requirement to prepare a TASER report anytime the weapon was deployed. A total of fifty (50)
incidents involving the TASER were documented. The TASER proved to be highly effective in
reducing injuries to the officers and subjects, and in preventing situations from escalating to a higher
level on the Use of Force Matrix, including deadly force situations. Based on the results of this pilot
program, the Police Department purchased three hundred fifty (350) Advanced TASER M26, Model
44000 and other necessary equipment, which were distributed to police personnel assigned to the
SWAT Team, Crime Suppression Teams, as well as, NET Sergeants.
The Department of Police will be purchasing three hundred forty (340) additional TASERS, Style No.
X26, Model 26000 and related necessary equipment, to continue equipping its police personnel in an
effort to reduce injuries to officers and subjects, which could in turn help to minimize potential tort
and civil rights liability exposure of the City of Miami. The unique features of the TASER X26 are
as follows: (1) along with the M26, the X26 is the only less -lethal weapons systems that can stop an
aggressive, focused combat trained attacker; (2) directly stimulates motor nerve and muscle tissue,
causing incapacitation regardless of mental focus, training, size, or drug induced dementia; (3) offers
greater stopping power than the M26 in a package that is 60% smaller and lighter; (4) comes with an
on -board memory chip to download 2,000 past firings based on the time and date the unit was fired to
protect officers from unfounded charges of misuse of force; (5) has the ability to monitor usage
patters using encryption that is secure from tampering via USB Plug and Play technology; (6) uses the
exact same hand training motions and muscle memory as standard 9 mm semi -automatic pistols,
drastrically reducing the amount of time required to train.
