n sobre Subcontratas para negocios pequertos
"Con este nuevo sistema, la
GSA y la SBA estan facilitando a
los contratistas primarios y
grandes subcontratistas someter
informes sobre la actividad de
subcontratacion de sus negocios
pequefios," dijo el administrador
de la SBA, Hector V. Barreto.
"Esto es muy importante, ya
que nos dara una comprension
precisa y puntual del valor de
los subcontratos otorgados a
negocios pequefios. Las subcon-
trataciones son parte impor-
tante del sistema de contrata-
ciones federales para los
negocios pequefios. Para mu-
chas firmas pequefias, es la
primera oportunidad de demos-
trar su capacidad y crear un
record para aspirar a contratos
primarios federales".
"El eSRS es un acontecimiento
que mejorara sustancialmente la
rendicion de cuentas, transpa-
rencia y comunicacion acerca de
las subcontrataciones con nego-
cios pequefios", dijo la funciona-
ria a cargo de contrataciones
Emily Murphy.
"Estos son conceptos que van
al meollo mismo de la Agenda
del Presidente para Gobierno
Electronico. La implementacion
de eSRS es un logro importante
para la comunidad de contratis-
tas y adquisiciones en general".
Este es el resultado de casi dos
afios de colaboracion entre el go-
bierno y el sector privado".
El eSRS recibio certificacion y
acreditacion de su capacidad
operacional inicial (IOC) el 31
de octubre de 2005 para que las
agencias to utilizaran de mane-
ra inmediata, con excepcion del
Departamento de Defensa. La
capacidad operacional comple-
ta, que, entre otras cosas, pro-
veera una capacidad mas refi-
nada de generar informes, se
implementara aproximadamen-
te en Lmos 60 dias.
El Departamento de Defensa
comenzara a utilizar el sistema
en el tercer trimestre del afio fis-
cal 2006.
Todas las agencias federales
civiles, sus contratistas prima-
rios grandes, asi como subcon-
tratistas grandes, deben comen-
zar ya a utilizar el eSRS.
