Unos 13.000 millones de dolares estaran destinados a la cons-
truccion de tres nuevas refinerias en Venezuela y al mejoramien-
to de las existentes.

Preparing for the Future
A proposal for underground lines
BY CARLOS A. GIMENEZ
As the 2005 hurricane season thankfully nears an
end, I hope that all of you and your families are
safe. While local, state, and federal governments
continue to work together to recover from
Hurricane Wilma, it is not too early to take stock of lessons
learned during this record -breaking season and begin to
strategize on how to improve our readiness and response to
future storms.
As part of that improvement, some of the legislation that I,
along with some of my colleagues on the Board of County
Commissioners, will be working on is aimed at ensuring that
necessary services, such as gas stations and supermarkets, will
be fully functional in the aftermath of storms. This could be
achieved by providing incentives for owners to have backup
generators in order to continue operations regardless of power
outages. As we have seen, when gasoline is not readily avail-
able because there is no power to pump it, panic buying
ensues creating long lines with waits of up to more than two
and three hours.
For the longer term, we need to consider how we can
strengthen our infrastructure. For example, Hurricane
Katrina, when it struck Miami -Dade County, caused electri-
cal outages for more than 90 percent of our residents.
Consider that Hurricane Katrina was only a Category One
storm when it made landfall in our community.
After Katrina, I asked the County Commission's Land Use
and Infrastructure Committee, of which I am a member, to
hold a workshop with representatives of Florida Power and
Light to consider alternatives to the current power line struc-
ture that provides service to most county residents — includ-
ing the conversion to underground lines. I believe that this is
not just an issue of convenience, but of public safety. In addi-
tion to minimizing the risk of accidental electrocution, under-
ground lines can often allow power to be restored more quick-
ly during widespread outages.
As we have seen numerous times this year, government's
resources after storms are limited. In the case of a catastroph-
ic event, such as Katrina in the gulf coast, the more people are
able to be self-sufficient, the more that government's limited
resources can be focused on those who have been truly devas-
tated by the loss of homes, injuries, etc., or on those most vul-
nerable, such as the elderly and disabled. In order for people
to be self-sufficient, they must have electricity.
