Notice is hereby given that the City Commission of the City of Miami,
Florida, will consider the following proposed emergency ordinance on
October 27, 2005, commencing at 9:00 a.m., in the City Commission
Chambers located at 3500 Pan American Drive, Miami, Florida:

AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION AMENDING CHAPTER 40/ARTICLE III/
SECTION 40-61, OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED, ENTITLED "PERSONNEL/CIVIL
SERVICE RULES AND REGULATIONS/DEFINITIONS," TO
PROVIDE FOR COMPENSATION DETERMINATIONS OF THE
STAFF OF THE MAYOR AND CITY COMMISSIONERS TO BE
DETERMINED BY ACTIONS OF THE MAYOR AND CITY
COMMISSION; CONTAINING A REPEALER PROVISION, A
SEVERABILITY CLAUSE AND PROVIDING FOR AN

Said proposed emergency ordinance may be inspected by the

was damaged by Wilma are
scrambling for temporary quar-
ters with executive office suites

"There are a lot of tenants
from buildings with indefinite
futures such as One Biscayne,
Espirito Santo, 1200 Brickell and
1221 Brickell looking for tempo-
rary space," said Tom
Capocefalo, managing director
at Julien J. Studley commercial
real estate. "But there are more
discussions than transactions. Is
there space out there? Yes. But
will it be offered? Probably not."
In a tightening office market,
he said, landlords who have space
available for lease "don't need or
v to take available inventory
ot...le market. They need long-
term cash flow. So the questions
are who are you, what do you
need, for how long, and is there
the opportunity to build a rela-
tionship that will benefit my build-
ing — say, with a desirable pro-
spective tenant whose lease is
expiring soon?"
The newest Class A building in
Miami -Dade County — the Hines
Partnership's 2525 Ponce — has
about 100,000 square feet avail-
able, 65,000 of it contiguous,
said Project Manager Gonzalo
Cortabarria.
"We had no damage," he said,
"and we have received inquiries
about temporary and p ^-manent
leases. But our objecti is long-
term."
Danet Linares, manager of
Bank of America at International
Place, which has about 21,000
square feet vacant, said she has
fielded a few calls, but "this would
be a last resort for most tenants.
Most are scrambling to find ac-
commodation within their own
buildings."
And until assessments are com-
pleted, tenants aren't certain of
r long they would need to
h .;, Mr. Capocefalo ,aid.
"Tenants are reviev, ing their
restoration clauses in their
leases," he said, "wanting to
know what their rights are. Usu-
ally there's a process of three to
six months in which the landlord
can assess damage and commu-
nicate the status of long-term
leases.
"So the best options are sub-
leases or executive suite opera-
tions, and they are filling up
quickly. Regus in Waterford will
be fully leased by the end of the
week."
"We're bulging at the seams,"
Karen Symos, general man-
ager of Aventura Business Cen-
ter, an executive suite. "We've
got people whose offices were
destroyed or who don't yet have
electricity from Brickell, Doral,
Hollywood and all over.
"What they need most is
Internet access and the ability to
have phone calls forwarded. We
have that all set up."
Colonnade Corporate Center
in downtown Coral Gables is
also full, and Vice President Vic-
tor Rosado said he has a waiting
list "that would fill our space
four times over. We need to look
for those who are going to need
longer -term contracts to maxi-
mize our value."
For those who may need space
for as much as a year while they
wait for repairs, suburban office
space might also be an option.
"Companies that have been in
the Central Business District will
have to mu ke a decision whether
or not the are willing to move
pieces of their staff or even their
whole office to another area,"
said Matt. Adler of The Adler
Group, which specializes in sub-
urban pro ierties.
"We have regular suburban
offices and we also have single -
story flex -product that could be
built out for office, although it's
not necessarily used that way
today."
Adler might lease for a year or
less, he said, if a user were will-
ing to occupy second- or third -
generation space as is.
Meanwhile, there are less con-
ventional solutions.
Alan Cristantiello of the
Sheraton Miami Mart Hotel near
Miami International Airport said
he has temporary office space
available on a weekly basis.
"Our hotel is hooked up to the
airport power grid," he said, "so
we will always have power."
The Greater Miami Chamber
of Commerce provided free
space and Internet access in its
conference room to Trustee and
Chairman' s Circle members, said
spokesperson Lorraine Reigosa.
"We did get a handful of mem-
bers who came in," she said,
"but most have gotten their
power back and have gone back
to their offices."

que forjaron esta gran nacion, baste recordar un solo ejemplo:
La creacion del "Income Tax" lmpuesto sobre ingresos, por
el presidente Abraham Lincoln en Julio 2 del 1862. El dijo a
los trabajadores les devolveremos "return" 10 que
contribuyan, si ganan poco, a la clase media un por ciento
razonable bajo a los RICOS y muy RICOS un por Ciento que
no les impedira seguir prosperando ni cambiar su estilo de
vida.
Si hacemos una simple comparacion con los impuestos
que pagamos hoy no solo los trabajadores, profesionales y
clase media es totalmente lo opuesto, por ello el pais al
borde de la bancarrota ya que tiene una deuda naclol,ut de
trillones de Mares y todos los anos un deficit de $500,000
millones de dolares o mas.
Debido a que is critica situacion de los retirados ya no
saben que falsos argumentos esgrimir y que planes inventor.
ninguno que de veras resuelva is triste situacion de los que
estan afrontando una vejez con dolorosas enfermedades y una
cobertura de salud pesima, ya que no se les paga por las
medicinas y a pesar de haber contribuido por 35 o mas anos
al Medicare aun le siguen descontando de sus raqufticos
chequecitos $78.20 mensuales.
Basta de planes de proveer medicinas a los que poseen el
Medicare con pagos mensuales y copagos adicionales y un
monton de limitaciones mas, todo ello conducente a que los
que adn no se han enrolado en un HMO lo hagan.
La Unica justa solucion y por cierto mas urgente de lo
que algunos politicos piensan, es una reforma tributana que
evite se sigan sustrayendo los mas de $200,000 millones de
Mares anuales del superativ del Seguro Social y los mas de
$100 millones de (Wares del superavit del Medicare.
Todos tenemos et deber de contribuir al maximo con esta
nuestra nacion, que iioy vemos en gran peligro por este
desequilibrio socio-economico, pero tambien deben de hacer-
lo esos cientos de corporaciones multibillonarias que hoy
estan exentas de pagar impue,stos.
Ojala seamos escuchado, no sigan sordos los que
pueden resolver esta critica situacion antes de que sea
demasiado tarde_para todo;.

faits. Considerons par exemple le budget 2004-20(15 : peut-on
considerer la sante comme une priorite du gouvernement de
transition lorsque I'equivalent de plus de la moihe (450.000.000
de gourdes) du budget de fonctionnement du MSPP est attribue
au bureau du President sous une rubrique extremement vague, a
savoir : " Autres depenses publiques " ?
Quant au budget d'investissement du MSPP,
malheureusement finance jusqu'a present a 90% par Ia
communaute internationale, it devrait etre negocie en fonction
du plan d'action gouvememental etabli par la commission dont
nous avons pane is 1'axe I et non en fonction des programmes
parcellaires de 1'un ou 1'autre bailleur, programmes parcellaires
qui ne devraient d'ailleurs plus exister.
EN CONCLUSION : Telles sont les quelques
propositions que nous soumettons, dans le cadre des prochaines
joutes electorales, it la reflexion critique des hommes et des
femmes qui aspirent a prendre en main, a un niveau ou a un
autre, les destinees de ce pays aujourd'hui exsangue et aussi de
tous Iescitoyens haitiens. Ces idees doivent s'inscrire dans le
cadre d'une vision politique globale, mettant I'Homme Haitien
en permanence au centre des preoccupations du futur

gouvememental prenant en compte aussi d'autres priorites au
demeurant fort nombreuses, qu'il s'agisse des problemes
d'education, d'environnement, d'energie...

rescheduled its Regular and Planning and Zoning meetings for the
months of October, November and December per Resolution Nos. 05-

the City Commission Chambers located at City Hall, 3500 Pan American

The Commission Meeting originally scheduled for October 13, 2005, will
now take place on Thursday, October 27, 2005, commencing at 9:00 a.m.
