REPORT (EAR) OF THE
MIAMI COMPREHENSIVE NEIGHBORHOOD PLAN

Pursuant to Section 163.3191, F.S., "each local government shall adopt an Evaluation and
Appraisal Report (EAR) once every seven years assessing the progress in implementing
the local government's comprehensive plan." The report evaluates how successfully a
community has been in addressing major community land use planning issues through
implementation of its comprehensive plan. Based on this evaluation, the report suggests
how the plan should be revised to better address community objectives, changing
conditions and trends affecting the community, and to changes in state requirements
regarding growth management.
On February 26, 2004, the Miami City Commission approved a resolution to authorize
the professional services of the Corradino Group in collaboration with staff from the
Department of Planning and Zoning for the preparation of the EAR. In the preparation for
the EAR, statutory requirements require each municipality to invite public participation
into the process. Staff has conducted five public workshops {district wide), interagency
scoping meeting (May 24, 2004), interdepartmental meetings, administrative meetings
with Commissioners, City Manager, and the Mayor's Office, and a public workshop with
the Planning Advisory Board (PAB) on July 28, 2004. These meetings resulted in
identifying the City's "major issues"; creating the Compilation Report required by the
Florida Department of Community Affairs (DCA). DCA responded with a "Letter of
Understanding" indicating a favorable rating in the City's quest to identify its major
issues.
On November 8, 2004, the Department had made the draft of the EAR available to the
public, Commissioners, and the PAB members for their review. On November 17, 2004,
PAB conducted a public meeting to introduce the document to the public and further
review it with staff as a discussion item only. The draft of the EAR outlines the
recommendations of the goals, objectives, and policies of the Miami Comprehensive
Neighborhood Plan that have been impacted from the previous EAR in 1995 and those
that needed to be changed to reflect the City's "vision". The compliance date for the EAR
to DCA is March 1, 2005. The Department of Planning and Zoning recommends approval
of this proposed Evaluation and Appraisal Report (EAR) of the Miami Comprehensive
Neighborhood Plan.
