Dear Ms. Medina:
We have received a response letter for the Urbanea (Windsor at Douglas) project prepared by
Jackson M. Ahlstedt dated August 30th 2004 in response to our comments dated August 9h
2004. A copy of the response letter and the operational analysis of Menores Avenue/SW 37th
Avenue are attached herewith.
• The analysis shows the eastbound movement of Menores Avenue/SW 37th Avenue
intersection will be degraded to LOS F with the project traffic. The August 5, 2004
response identifies that the applicant will agree to actively encourage all workers and
residents to participate in carpooling and maintain and display local and regional mass
transit rates and schedule information. This approach may have some impact on
reducing the automobile trips generated by this project and could improve the eastbound
movement LOS standard at the Menores Avenue/SW 37th Avenue intersection;
• The response letter identifies four possible alternatives for mitigating the impacts of the
project at SW 16th Street/SW 37th Avenue intersection. However, only the following two
solutions seem to be feasible:
o Channelize the project driveway to create a right -turn -in right -turn -out
configuration;
o Re -stripe the east approach to the intersection of SW 16th Street/SW 37th Avenue
to provide two westbound lanes and two eastbound lanes, with one eastbound
lane to accommodate eastbound project traffic left turns.
We conclude that the report along with the follow-up submittals adequately addresses all the
traffic issues. Please note the applicant has committed to providing measures for controlling
traffic and the geometric modification to the SW 16th Street/SW 37th Avenue intersection to
satisfy the traffic impacts. Finally, the applicant must submit a complete bound traffic report
incorporating all the revisions that have been performed to date.
