We have reviewed the Traffic Impact Analysis (TIA) for the `Lofts at Mayfair
development, submitted by Jackson M. Ahlstedt, P.E. (dated April 2004). The proposed
development is located on the west side Virginia Street between Florida Avenue and Oak
Avenue in the City of Miami, Florida, and will consist of 98 dwelling units, 6,079 square
feet of restaurant, and 110 on -site parking spaces.
The estimated site vehicle trip generation is shown in the following table:

General traffic access to the site will be via a two-way driveway located on Virginia
Street. A service driveway is also located on Virginia Street.
The analysis concluded that site traffic will have a minimal impact on traffic conditions
in 2006, and that no added off -site roadway impacts would be triggered by the project.
However, the intersection of Mary Street and Oak Avenue is expected to operate at
unacceptable levels of service in 2006, regardless of site traffic.
The traffic impact analysis was performed thoroughly, however there are some questions
and required clarifications. These are as follows:

Identify the location of existing bus stops along Grand Avenue.

Page 22 --- 5.0 Trip Generation
A 5% reduction in site traffic due to transit and walk trips is identified. Discuss the
proximity of the site to bus stops in the area (Grand Avenue), sidewalk availability, and
trip attractions in the area within walking distance.

Page 32 — 9.0 Future Traffic Conditions with Project Traffic
Identify what improvements at the Mary Street/Oak Avenue intersection are needed to
provide an adequate level of service. Given the poor LOS "F" at the Mary Street/Oak
Avenue intersection, mitigation should be discussed with the agency responsible for these
roads.

Page 41-12.1 Project Driveways
Identify the available sight distance at the site driveway on Virginia Street, and identify
any deficiencies and required mitigation.
We currently find the traffic impact analysis for the 5th Avenue Lofts' development
insufficient and require the corrections and clarifications listed above_
