Director Public Works Department DATE: SUBJECT : ZOOLI MAY 19 AH : 3 6 May 17, 2004 Large Scale Development Review - Lofts at Mayfair - REFERENCES Phase I and II ENCLOSURES: I have reviewed the Large Scale Development plans -for the Lofts at Mayfair - Phase I and II located at Virginia Street between Florida Avenue and Oak Avenue and have the following comments. 1, Virginia Street has a zoned right of way width of 55 feet. Right of way dedication is required along Virginia Street and the external areas of the required 25 foot corner radii on the northwest corner of lot 37 and the southwest corner of lot 36. The underground parking garage encroaches beyond the base building line at the 25 foot corner radii at both Oak Avenue and Florida Avenue and possibly along Virginia Street adjacent to lot 37. The terraces and possibly the structure at unit "J" on lot 37 encroach beyond the base building line. Underground and overhead encroachments are not permitted beyond the base building line. 2. Visibility triangles and setbacks are measured along the base building lines. Units Al, A2 and J-2 (adjacent to alley) and their terraces encroaches into the visibility triangles. The retaining wall for the parking garage entrance encroaches into the driveway visibility triangle. 3. The truck turning movement to enter and exit the loading bay cannot be accomplished in one maneuver. The loading area requires several turning maneuvers to enter and exit. These maneuvers occur at the end of a 100 foot long back-up maneuver from Virginia Street down a 10 foot wide alley enclosed by walls. Access to the loading area is not "safe and convenient". 4. An agreement between the City of Miami and the property owner is required for any landscaping and decorative sidewalk treatment located in the public right of way. 5. All transitions from the established street profile grade to the building flood elevation must be accomplished on private property. Stairs, ramps, retaining walls, etc. will not be permitted in the public right of way. • • • Ana Gelabert-Sanchez Director Planning and Zoning Department Page 2 May 17, 2004 6. All stormwater must be retained on site including the driveways and plazas on private property adjacent to the public streets. All plazas and driveways must be graded or trench drains provided to prevent "sheet flow" from entering the right of way. 7. City of Miami driveway entrances, in compliance with A.D.A. standards, shall be required. "Street type" entrances are not permitted unless approved by the Director of Public Works. 8. Standard parking stall dimensions are 8.5 feet wide and 18 feet long with 23 feet back-up distance. In addition to these comments, the following minimum street improvements shall be required. The roadways abutting this site are designated "primary pedestrian pathways". Remove existing sections of concrete sidewalk and replace with brick paver sidewalk up to the base building line. Replace all damaged curb and gutter and brick pavers adjacent to the site. Pavement restoration for all water and sewer extensions, utility services, existing damaged pavement and pavement damaged during construction, as determined by the city inspector, shall include milling and resurfacing of the full pavement width, curb to curb, along the entire length of the excavation and/or damaged pavement area. Construct A.D.A. compliant handicap ramps at the corners of Virginia Street at Florida and Oak Avenues. Restore all pavement markings and traffic signage.
