Subject: Request for Qualifications (RFQ) 03-04-131 Construction Engineering and Observation Services 2. Purpose of item: To formally approve the ranking and selection of firms, and to authorize the City Manager to execute Professional Services Agreements with each of the twenty-three firms identified below to provide professional construction engineering and observation services on an as -needed basis pursuant to RFQ No. 03-04-131 at a cost not to exceed $750,000 for each consultant agreement, for a total of $17,250,000. The term will be for a period of three (3) years with the option delegated to the City Manager to extend each contract for two (2) additional one (1) year periods. Funds are to be provided from individual capital improvement projects appropriated annually by the City Commission. 3. History of item: The City of Miami has a significant number of projects which require the services of outside consultants. To meet the need, the City conducted a competitive selection process in accordance with Florida Statutes Section 287.055, the Consultants Competitive Negotiation Act ("CCNA"), and in accordance with the City Code. Thirty-two (32) proposals were received evaluated and ranked. Twenty-three (23) firms were selected, thirteen (13) for horizontal construction and ten (10) for vertical construction. The ranking was approved by the City Manager and forwarded to the Mayor and Commission pursuant to his memo dated November 1, 2004. The adoption of this Legislation will enable the Capital Improvements and Transportation Department to properly monitor the construction and implementation of projects identified in the CIP Plan. 5. Does this item have any effect on residents within the City of Miami? If so, how? Completion of properly constructed capital improvement projects will positively impact City residents in numerous ways, primarily by providing better streets, sidewalks and drainage systems, enhanced park and recreation facilities, and improved fire and police facilities. 6. Will this item impact any specific District? If so, which one? This will impact all districts. 7. Does this item have any fiscal Impact? (please provide dollar amount) Funds for these services in an amount not to exceed $750,000 per Agreement for a total of $17,250,000 are included in the budgeted appropriations of individual projects. Monies will be allocated from various capital project accounts, as may be adjusted from time to time by the City Commission in the Annual Appropriations/Capital Improvements Ordinances, or as otherwise adjusted as permitted by law.
