HomeMy WebLinkAboutmemoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM : The Honorable Mayor and Members of e City C�dF IF?n�ssicn n iola Administrator DATE : November 1, 2004 FILE : Ranking — Consultant RFQ No. 03-04-131, SUBJECT : Construction Engineering & Observation Services REFERENCet.ist of Respondents (A), Evaluation Summary (B) ENCLOSURES: In accordance with the applicable provisions of the Consultant's Competitive Negotiation Act and the City of Miami Procurement Ordinance, please be advised that an Evaluation Committee reviewed proposals submitted by thirty-two (32) . consultants for the subject professional services. The RFQ contemplated that services would be divided into "horizontal" construction projects such as right-of-way and road improvements, storm water, drainage and dredging projects, and *vertical" projects which include all building -type projects, such as improvements or new facilities for parks and recreation, stadiums, marinas, performance venues, fire, police, and general government. The Committee has ranked the firms as listed on Attachment B and recommends that contracts be negotiated and awarded to the thirteen (13) top -ranked firms for horizontal projects and to the ten (10) top -ranked firms for vertical projects as listed below. In the event that negotiations fail to result in a fair and equitable agreement between the City and any of the firms included in the ranking, we would then commence negotiations with the firm that is next in successive ranking until the desired quantity of contracts is achieved. Further, because we need to get these contracts in place quickly, I have authorized the Capital Improvements and Transportation Department to immediately commence negotiations with the selected firms, and will subsequently request formal Commission approval of the ranking at same time we seek your approval of the negotiated agreement. This should allow us to move affected construction forward by at least two (2) months. Should any of you have a concern about the ranking or the commencement of negotiations, I ask that you advise me in writing, as necessitated by the Cone of Silence; provisions of the City Code, and the matter will be scheduled for the next Commission meeting. If I do not receive written communication on this matter within ten days, we will proceed -to commence negotiations, with the target of bringing the contracts to the Commission about in early 2005.
