1. Subject: Amendment to Resolution — Fire Station No. 11 Radio Tower Replacement
— Bid No. 02-03-187
2. Purpose of item:
It is respectfully recommended that the City Commission amend Resolution No. 04-
0216, adopted April 8th, 2004, authorizing an increase in the contract amount awarded
to Sabre Communications Corporation, in an amount not to exceed $8,245, from
98 963 to 107 208 to cover the Ch n e Order for the redesign of the tower
foundation by the vendor,
3. History of item:
On April 8th, 2004, the City Commission approved Resolution No. 04-0216 accepting
the bid of Sabre Communications Corporation for: the removal of an existing guyed
tower: purchase and delivery of one new 125ft. self-supporting radio tower with ice
bridge: construction and antenna installations, in an amount not to exceed $98.963.
The tower replacement is needed due to engineering reports that indicate that the
current twenty year old guyed tower located at Fire Station No. 11, 5920 W. Flagle(
Street. is not capable of supporting_the new 800 MHz upgrade equipment_ load, As
part of the tower on t ction process (as siipulated in the vendor's Bid Proposal —
Notes), Sabre Communications Corporation completed a subsurface evaluation (a/k/a
geotechnical exploration) at the above -referenced site. The purpose of the exploration
was to complete a one 50ft. deep Standard Penetration Test (SPT) boring, as close as
possible to the proposed tower location. The geotechnical exploration provided
general site information and selected soi�arameters for later foundation design
calculations. The subsurface soil evaluation indicated that the original quoted mat and
pier foundation design (a mat of concrete/pedestal type), that was based on normal
soil conditions (EIA normal 4000 psf soil), would need to be modified. The mat and
pier foundation design requires an increase in the foundation surface area to properly
support the new tower. The increase would exceed the specified space availability
and intrude into setback requirements. In addition. the cost of the mat and pier
foundation design would almost double in price. from an estimated $19.474 to
$36,700.
Sabre Communications Corporation has recommended that a caisson design (drill
shafts dug down and filled with concrete) be used which will result in the smallest
cost increase and does not require an increase in the foundation surface space. A
Change Order has been prepared by the vendor in an amount of $8,245 for the
redesign of the tower foundation from a mat and pier to a caisson design. A proval of
this resolution authorizes an increase to the contract amount for the edesigp f the
tower foundation and allows for the completion of the tower replacement project (800
MHz Radio and Microwave System Upgrade),
4. Does this item correlate with the CIP Plan or Strategic Plan? If so, how?
Yes. The radio tower is used for radio communication throughout the City. Miami
Police, Fire and local government receives radio transmissions from this tower. It is
part of our Public Safety System. Thus, it is part of the Superior Customer Service —
Provide Excellent Public Safety category.
5. Does this item have any effect on residents within the City of Miami? If so, how?
No. The actual replacement of the tower is being coordinated between the vendor and
the City of Miami to ensure minimal interruption to traffic and to area residents.
Pending the replacement of the tower which shall allow for the upgraded microwave
to be installed, a temporary T-1 line (telephone line) is being used as a two-way
communication between Fire Station No. 3 and Fire Station No. 11. Therefore, the
site is operational and residents are not being affected.
6. Will this item impact any specific District? If so, which one?
Yes. The location of the tower is in the Flagami District.
7. Does this item have any fiscal impact? (please provide dollar amount)
No.
