Subject: Establish a Special Revenue Fund Entitled: "AED/State of Florida EMS Matching Grant M4067 Award (FY 2004)." 2. Purpose of item: Adopt a Resolution establishing a special revenue fund entitled: "AED/State of Florida EMS Matching Grant M4067 Award (FY 2004)." to support the pre -hospital activities and other emergency medical services items, and appropriating funds for the operation of same, in the amount of $203,000, consisting of a grant, in the amount of $152,250, from the State of Florida Department of Health, Bureau of Emergency Medical Services ("EMS"), with matching funds, in the amount of $50,750, allocated from the City of Miami Operating Budget, Account Code No. 001000.921002.6.270. The funds will be used as stipulated by the grant, for the purchase of automated external defibrillators (AEDs) and accessories. 3. History of item: The leading cause of death in the United States is sudden cardiac arrest, killing over 400,000 people each year. Pursuant to Ordinance No. 12402, adopted September 11, 2003, the City of Miami initiated a Public Access Defibrillation ("PAD") Program in an effort to increase survivability from sudden cardiac arrest. This year, the City of Miami has been awarded a grant, in the amount of $152,250, from the State of Florida Department of Health, Bureau of Emergency Medical Services ("EMS'), pursuant to &401.113 (2) (b), Florida Statutes, to provide grants to EMS organizations for the improvement, expansion and continuation of pre -hospital activities and other emergency medical services items as specified in the Grant Applications. This award is the second AED grant the Department of Fire -Rescue has received since the State of Florida Department of Health, Bureau of EMS began awarding said grants. Specifically, the City of Miami will use these funds along with the matching funds allocated by the City of Miami for $50,750 as stipulated by the grant, for the purchase of automatic external defibrillators (AEDs) and accessories. The Honorable Mayor and Members of the City Commission Page 2 of 2 It is now appropriate to accept said grant award, establish a special revenue fund, and appropriate the said grant award therein for this fiscal year. 4. Does this item correlate with the CIP plan or Strategic Plan? If so, how? Yes. It contributes with public safety. 5. Does this item have any effect on residents within the City of Miami? If so, how? Yes. Accepting this grant will allow the City to use these funds as stipulated by said grant to purchase additional AEDs and accessories to be placed in approximately 100 City of Miami Police patrol vehicles. Studies have shown placing AEDs onto police vehicles can significantly reduce the average "Response Time" thus saving an additional 10% of sudden cardiac patients for every minute that is reduced in the race to shock the sudden cardiac patient. 6. Will this item impact any specific District? If so, which one? Yes. The AEDs will be in police vehicles Citywide across all Districts. 7. Does this item have any fiscal impact?
