HomeMy WebLinkAboutR-04-0778City of Miami Legislation Resolution: R-04-0778 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 04-01298 Final Action Date: 12/9/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A SPECIAL REVENUE FUND ENTITLED: "CPAP/STATE OF FLORIDA EMS MATCHING GRANT M4066 AWARD (FY 2004)," TO SUPPORT THE PRE -HOSPITAL ACTIVITIES AND OTHER EMERGENCY MEDICAL SERVICES ITEMS, AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME, IN THE AMOUNT NOT TO EXCEED $44,600, CONSISTING OF A GRANT, IN THE AMOUNT NOT TO EXCEED $33,450, FROM THE STATE OF FLORIDA DEPARTMENT OF HEALTH, BUREAU OF EMERGENCY MEDICAL SERVICES ("EMS"), "FLORIDA EMS GRANT PROGRAM FOR EMS ORGANIZATIONS," WITH REQUIRED MATCHING FUNDS FROM THE CITY OF MIAMI ("CITY"), IN THE AMOUNT NOT TO EXCEED $11,150; ALLOCATING FUNDS FROM THE CITY'S OPERATING BUDGET, ACCOUNT CODE NO. 001000.280601.6.714; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS TO IMPLEMENT ACCEPTANCE OF THE GRANT. WHEREAS, one of the top priorities of the City of Miami ("City") Department of Fire -Rescue is to save lives; and WHEREAS, in randomized controlled trials, continuous positive airway pressure devices ("CPAPs") have been shown to deliver efficient treatment that avoids almost all need for performing endotracheal incubation with invasive ventilation; and WHEREAS, records of CPAP use by Emergency Medical Services ("EMS") personnel in Delaware showed that of 800 CPAP uses in the field, only 10-15 (2%) patients required intubation; and WHEREAS, in addition, CPAP use reduced the need for medication, stabilized acute pulmonary edema, improved oxygenation and hypercapnio, decreased respiratory laboring, and cut emergency department and hospital stay times; and WHEREAS, studies have found that paramedics may significantly improve patients' conditions with the use of such devices; and WHEREAS, the City has been awarded a grant, in the amount of $33,450, for the period beginning March 31, 2004, from the State of Florida Department of Health, Bureau of EMS, which, pursuant to §401.113(2)(b), Florida Statutes, provides grants to increase its existing levels of emergency medical services to expand and continue pre -hospital activities and other emergency medical services items; and WHEREAS, matching funds from the City, in the amount of $11,150, is required as a condition of said grant, and is available from the Department of Fire -Rescue's Operating Budget, Account Code No. 001000.280601.6.714; and City of Miami Page 1 of 2 File Id: 04-01298 (Version: 1) Printed On: 10/19/2016 File Number: 04-01298 Enactment Number: R-04-0778 WHEREAS, as stipulated in the grant award, the Department of Fire -Rescue will use said funds for the acquisition of CPAPs and accessories; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Fund is established and resources are appropriated as described below: FUND TITLE: CPAP/State of Florida EMS Matching Grant M4066 Award (FY 2004) RESOURCES: State of Florida Department of Health, Florida EMS Grant Program for EMS Organizations $33,450 City Matching Grant from Account Code No. 001000.280601.6.714 $11,150 APPROPRIATIONS: $44,600 Section 3. This appropriation is contingent upon final grant approval by the State of Florida Department of Health, Bureau of EMS and the City Manager's acceptance. Section 4. Required matching funds from the City are allocated from the City's Operating Budget, Account Code No. 001000.280601.6.714. Section 5. The City Manager is authorized{1} to execute the necessary documents, to implement acceptance of the grant. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
