2, Purpose of item:
Adopt a Resolution to create a City of Miami Local Mitigation Strategy (LMS) process to
identify and prioritize projects that serve to mitigate the risk and threats by facilitating State
and Federal funding for City of Miami initiatives in connection with the Miami -Dade County
Local Mitigation Planning Initiative and the Community Rating System for National Flood
Insurance.
3, History of item:
Pursuant to Resolution No, 99-658, adopted September 215`, 1999, the City of Miami entered
into a Consulting Agreement with ICF Consulting for the provision of Mitigation Planning
Services. The City of Miami has a need to create a City of Miami Local Mitigation Strategy
(LMS) process to identify and prioritize projects that serve to mitigate the risk and threats by
facilitating State and Federal funding for City of Miami initiatives.
This process will include the creation, publishing updates, public meetings and town hall
meetings to incorporate public participation in the awareness and formulation of the City of
Miami LMS.
The City of Miami LMS will function in support of the Miami -Dade County ("County") and
State of Florida ("State") LMS program and the United States Government ("Federal")
Community Rating System for National Flood Insurance Program ("CRS/NFIP"). Projects
included in the City of Miami LMS will be forwarded on a cyclical basis to the County and
State LMS and the Federal CRSINFIP program lists for inclusion for funding.
Inclusion of these projects in the City of Miami LMS will be incorporated in the County and
State LMS and the Federal CRSINFIP and will satisfy the eligibility for funding of the State
LMS program and the Federal CRSINFIP. Adherence to this program will facilitate State and
Federal funding by complying with the State and Federal LMS requirements.

Yes. It contributes with public safety.
5. Does this item have any effect on residents within the City of Miami? If so, how?
Yes. Approval of said project will allow the City of Miami to qualify for future grant funds.
In addition, improvement of said project will help reduce the City of Miami residents'
insurance rate. (Community Rating System/National Flood Insurance Program)
6. Will this item impact any specific District? If so, which one?
Yes. (Citywide)
