A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM FUNDS, IN THE TOTAL AMOUNT OF $100,000, FROM THE AGENCIES
AND IN THE AMOUNTS AS SET FORTH ON THE LIST, ATTACHED AND
INCORPORATED; ALLOCATING SAID FUNDS TO THE RAFAEL HERNANDEZ
HOUSING & ECONOMIC DEVELOPMENT CORPORATION TO PROVIDE
TECHNICAL ASSISTANCE TO INDIVIDUAL BUSINESSES WITHIN THE
WYNWOOD ART COMMUNITY AND CREATE JOBS FOR RESIDENTS
CITYWIDE; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT,
IN SUBSTANTIALLY THE ATTACHED FORM, WITH SAID AGENCY.
WHEREAS, to bring the arts to the forefront in the Wynwood area, Rafael Hernandez Housing &
Economic Development Corporation ("RHHED") has requested Community Development Block Grant
Program ("CDBG") Economic Development funds from the City of Miami to provide technical
assistance to individual businesses within the Wynwood art community; and
WHEREAS, RHHED's goal is to foster initiatives in partnership with government and the private
sector which will focus on the small business arts community; and
WHEREAS, this will be accomplished by providing technical assistance to individual businesses
and creating jobs for Citywide residents; and
WHEREAS, RHHED has a proven record of their efforts to improve the Wynwood area through its
rehabilitation of 200 businesses, job creation and technical assistance to the Wynwood business
community;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of CDBG Program funds, in the total amount of $100,000, from the
agencies and in the amounts, as set forth on the attached list, and the allocation of said funds to
RHHED to provide technical assistance to individual businesses within the Wynwood art community
and create jobs for residents Citywide, is authorized.
Section 3. The City Manager is authorized{1} to execute an Agreement, in substantially the
attached form, with said agency, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
