Department Requesting Agenda Item: Department of Community Development
1. Subject: Transferring Housing Opportunities for People with AIDS (HOPWA)
funds in an amount not to exceed $656,250 from 29th year Emergency Rental
Mortgage & Utility Assistance (ERMU) program to 30th year Long Term Tenant -
Based Rental Subsidy Program (LTRA).
2. Purpose of item: Increase funding to HOPWA subcontracted agencies due to
additional Housing Specialist responsibilities.
3. History of item:
On June 10, 2004, the City Commission adopted Resolution No. 04-0377
allocating HOPWA funds for the provision of housing and housing related
services to Iow income individuals living with HIV/AIDS. Effective October
2004, agencies will take an active role in the inspection process; each agency will
have the additional responsibility of doing their own move out walk through
inspections. As a result of this, an increase of funds is recommended.
4. Does this item correlate with the CIP plan or Strategic Plan? If so, how? This item
is in compliance with the City's Consolidated Plan approved by HUD.
5. Does this item have any effect on residents within the City of Miami? If so, how?
The increase in funding to the subcontracted agencies will facilitate the move out
inspection process thus providing client with improved and faster service.
6. Will this item impact any specific District? If so, which one? It will impact all
five districts. The HOPWA program serves all of Dade County.
7. Does this item have any fiscal impact? (please provide dollar amount)
