Subject: Amendment No. 3 to Existing Agreement between the City of Miami and DavisLogic Inc., d/b/a All Hands Consulting 2. Purpose of item: Resolution authorizing the City Manager to execute Amendment No. 3 to an existing Agreement, in a form acceptable to the City Attorney, with DavisLogic Inc., d/b/a All Hands Consulting; and further delegating to the City Manager the execution of amendments providing for further increases to the agreement which do not exceed the total compensation of $2,587,349 by more than ten (10%) percent. This Agreement is for the provision of Part E Services, and any other related additional services, consistent with the overall scope of the work, for terrorism preparedness planning and training services to support the Urban Areas Security Initiative ("UASI") Grant Program III for the Department of Fire -Rescue and all other City Departments involved in the UASI process. Amendment No. 3 provides an increase in the amount not to exceed $730,656, from $1,856,693 to $2,587,349: and allowing further increases to the contract as stipulated in the Section 2.3, Deliverables, of the RFQ No. 01-02-222. Funds will be allocated from the UASI Grant Program III (FY 2004), subject to budgetary approval. 3. History of item: On February 27th, 2003, the City Commission adopted Resolution No. 03-190, which authorized the City Manager to enter into a Professional Services Agreement with DavisLogic, Inc„ d/b/a All Hands Consulting ("DavisLogic") for the provision of Part A Services (see Attachment), in an amount not to exceed $397,606, and the provision of Part B Services (see Attachment), in an amount not to exceed $180,534, for total compensation amount not to exceed $578,140. Pursuant to Resolution No. 03-1085, adopted October 9th, 2003, the City Manager entered into a First Amendment Agreement dated November 9`h, 2003 with DavisLogic to provide Part C Services (see Attachment). These services were essential to include the creation, development and planning of a terrorism preparedness training services to support the UASI II Grant Program necessary to complete the Homeland Security Strategy (Part C) Services and to increase the contract amount by $480,920, from $578,140 to $1,059,060. The City also has also approved additional grant monies for contractor support for Part D Services per Resolution No. 04-0334, adopted May 27th, 2004 (see Attachment). However, since the approval of this project, the Department of Fire -Rescue has determined a need to incorporate Part E Services (see Attachment) and any other allied additional services, consistent with the The Honorable Mayor and Members of the City Commission Page 2 of 2 overall scope of the work for terrorism preparedness, planning and training services to support the UASI Grant Program II. In compliance with the UASI Grant, these additional services are critical for the success and completion of the Homeland Security Strategy. Due to the series of aggressive deadlines of the UASI III grant, it is most practicable for the City of Miami to increase the existing contract and authorize the City Manager to execute Amendment No. 3 with DavisLogic, to develop and complete the Homeland Security Strategy for the Urban Area as outlined in said grant, as DavisLogic, has performed the work necessary to conduct assessments and to develop the strategy. The institutional knowledge gained through their experience to date with this process and the overwhelming overlap in the matter associated with the Comprehensive Emergency Management project makes expanding the scope of services between the City and DavisLogic the most effective means of satisfying the project deliverables and aggressive timeline requirements set by the Federal Government in the UASI initiative. The proposed amount for Part E services is $730,656, thereby increasing the compensation amount from $1,856,693 to $2,587,349: and allowing for further increases to the contract as stipulated in the Section 2.3, Deliverables, of the RFO No. 01-02-222.
