HomeMy WebLinkAboutpre resolution2., City of Miami Legislation Resolution: R-03-1085 City Hall 3500 Pan American Drive Miami, FL 33133 www.ci.miami.fl.us File Number: 03-0018 Final Action Date: 10/9/2003 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT (S), AUTHORIZING AN INCREASE IN THE TOTAL COMPENSATION TO DAVISLOGIC INC., D/B/A ALL HANDS CONSULTING ("DAVISLOGIC"), APPROVED BY RESOLUTION NO. 03-190, ADOPTED FEBRUARY 27, 2003, IN AN AMOUNT NOT TO EXCEED $480,920, FROM $578,140 TO $1,059,060; ALLOCATING FUNDS FOR SAID INCREASE FROM URBAN AREAS SECURITY INITIATIVE ("UASI") PROGRAM II GRANT PROJECT NO. 110111, ACCOUNT CODE NO. 280910.6.270; AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI AND DAVISLOGIC TO PROVIDE PART C SERVICES, TERRORISM PREPAREDNESS PLANNING AND TRAINING SERVICES FOR THE DEPARTMENT OF FIRE -RESCUE TO SUPPORT THE GRANT PROGRAM II; AMENDING RESOLUTION NO. 03-190 TO REFLECT SAID INCREASE. WHEREAS, Resolution No. 03-190, adopted on February 27, 2003, authorized the City Manager to execute an Agreement between the City of Miami ("City") and DavisLogic Inc , d b'a All Hands Consulting ("DavisLogic"), for the creation and delivery of a Citywide Comprehensive Emergency Management Plan ("CEMP"); and WHEREAS, on March 19, 2003, the City executed an agreement effective as of February 27 2003, with DavisLogic, Inc. to provide Part A and B Services for a one-year period, with the option to renew for additional one-year period, subject to availability and appropriation of funds: and WHEREAS, on July 17, 2003, the City Commission adopted Ordinance No. 12394. author:ring the purchase of specialized equipment, exercise, training, administrative services and development of the Urban Area Homeland Security Strategy, and other planning activities of the Urban Areas Security Initiative II ("UASI") Grant Program (FY 2003); and WHEREAS, in compliance with the UASI II Grant Program, the City is to create and develop terrorism preparedness planning and training services to support the UASI II Grant Program necessary to complete the Homeland Security Strategy (see Part C Services Attachment); and WHEREAS, due to the aggressive UASI II Grant Program deadlines it has been determined that DavisLogic Inc. is the most praticable firm to develop said services as DavisLogic Inc., has initiated the implementation of the Citywide CEMP; and WHEREAS, the proposed amount for Part C Services is $480,920, increasing the compensation amount from $578,140 to $1,059,060; and City of Miami Page 1 of 2 Printed Oa: 10/22/2003 File Number: 03-O098 Enactment iVumber: R-03-1085 WHEREAS, funding for DavisLogic Inc.'s services is available from UASI II Grant Program Project No. 110111, Account Code No. 280910.6.270; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. An increase in the total compensation with Davislogic, approved by Resolution No. 03-190, adopted February 27, 2003,. in an amount not to exceed $480,920, from $578,140 to $1,059,060, is authorized, for Part C Services to provide terrorism preparedness planning and training services to support the UASI Grant Program II for the Department of Fire -Rescue, with funds for said increase allocated from UASI II Grant Program Project No. 110111, Account Code No. 280910.6.270. Section 3. Resolution No. 03-190, adopted February 27, 2003, is amended to reflect said increase, Section 4. The City Manager is authorized {1 } to execute Amendment No. 1, in substantially the attached form, to the existing Agreement between the City and DavisLogic for said increased services. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Eao tnotes : {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
