A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE IN THE TOTAL COMPENSATION TO DAVISLOGIC
INC., D/B/A ALL HANDS CONSULTING ("DAVISLOGIC"), APPROVED BY
RESOLUTION NO. 03-190, ADOPTED FEBRUARY 27, 2003, AMENDED BY
RESOLUTION NO, 03-1085, ADOPTED OCTOBER 9, 2003, IN AN AMOUNT NOT
TO EXCEED $797,633, FROM $1,059,060 TO $1,856,693, TO PROVIDE PART
D SERVICES, AND ANY OTHER ADDITIONAL SERVICES CONSISTENT WITH
THE OVERALL SCOPE OF WORK, FOR COMPREHENSIVE EMERGENCY
PLANNING AND TERRORISM PREPAREDNESS PLANNING AND TRAINING
SERVICES FOR THE DEPARTMENT OF FIRE -RESCUE AND ALL OTHER CITY
OF MIAMI DEPARTMENTS INVOLVED IN THE URBAN AREAS SECURITY
INITIATIVE ("UASI") GRANT PROGRAM 11, SUBJECT TO CERTAIN
LIMITATIONS; AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT
NO. 2, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF
MIAMI AND DAVISLOGIC; AMENDING RESOLUTION NO. 03-1085 TO REFLECT
SAID INCREASE(S); FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE AMENDMENTS PROVIDING FOR FURTHER INCREASES TO THE
AGREEMENT WHICH DO NOT EXCEED THE TOTAL COMPENSATION OF $1,
856,693 BY MORE THAN TEN PERCENT (10%); ALLOCATING FUNDS FOR SAID
INCREASE(S) FROM URBAN AREAS SECURITY INITIATIVE ("UASI") PROGRAM
II PROJECT NO. 110111, ACCOUNT CODE NO. 280910.6.270, SUBJECT TO
BUDGETARY APPROVAL.
WHEREAS, pursuant to Resolution No. 03-1085, adopted October 9, 2003, the City
Commission approved an increase in the total compensation to DavisLogic Inc., d/b/a All Hands
Consulting ("DavisLogic"), approved by Resolution No. 03-190, adopted February 27, 2003, in an
amount not to exceed $480,920, from $578,140 to $1,059,060, for Part C Services to provide terrorism
preparedness planning and training services to support the Urban Areas Security Initiative ("UASI")
Grant Program II for the Department of Fire -Rescue ("Fire -Rescue"); and
WHEREAS, the City Manager was authorized to execute Amendment No. 1, to the existing
Agreement between the City of Miami ("City")and DavisLogic for said increase; and
WHEREAS, since the approval of said project, Fire -Rescue has determined a need to include
Part D Services, and any other additional services, consistent with the overall scope of work for
terrorism preparedness planning and training services to support the UASI Grant Program II; and
WHEREAS, in compliance with the UASI II grant, these additional services are crucial for the
success and completion of the Homeland Security Strategy (see Part D Services Attachment); and
WHEREAS, due to the aggressive UASI II Grant Program deadlines it has been determined

that DavisLogic Inc., is the most practicable firm to develop said services as DavisLogic has performed
the work necessary to conduct assessments and to develop the strategy of the Citywide
Comprehensive Emergency Management Program; and
WHEREAS, the proposed amount for Part D Services is $797,633, increasing the
compensation amount from $1,059,060 to $1,856,693; and allowing for further increases to the
contract as stipulated in the Section 2.3, Deliverables, of the RFQ No. 01-02-222; and
WHEREAS, funding for the increase for DavisLogic lnc.'s services is available from UASI II
Grant Program Project No. 110111, Account Code No. 280910.6.270;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. An increase in the total compensation to DavisLogic, Inc., d/b/a All Hands
Consulting ("DavisLogic"), approved by Resolution No. 03-190, adopted February 27, 2003, amended
by Resolution' No. 03-1085, adopted October 9, 2003, in an amount not to exceed $797,633, from
$1,059,060 to $1,856,693, to provide Part D Services, and any other additional services consistent
with the overall scope of work, for comprehensive emergency planning and terrorism preparedness
planning and training services for Fire -Rescue and all other City Departments involved in the UASI
Grant Program II, subject to certain limitations.,
Section 3. The City Manager is authorized{1} to execute the Second Amendment, in
substantially the attached form, to the existing Agreement between the City and DavisLogic.
Section 4. Resolution No. 03-1085, adopted October 9, 2003, is amended to reflect said
increase.
Section 5. The City Manager is authorized{1} to execute amendments providing further
increases to the Agreement, with funds for said increase(s) to be allocated from UASI li Grant Project
No. 110111, Account Code No. 280910.6.270, subject to budgetary approval,
Section 6. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements at may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
