7.0 EVALUATION/SELECTION PROCESS and CONTRACT AWARD
The procedure for response evaluation and selection is as follows:
1. Request for Proposals issued.
2. Receipt of responses.
3. Opening and listing of all responses received.
4. An Evaluation Committee, appointed by the City Manager, shall meet to evaluate each certified
response in accordance with the requirements of this RFP. The committee will also include
functional and technical users to assist in the evaluation process. The Committee may shortlist
firms deemed to be the most highly qualified to perform the required service, to provide up to
three (3) hour public presentations.
5. The Evaluation Committee shall forward their recommendation to the City Manager in rank order
the response or responses of which the Evaluation Committee deems to be in the best interest of
the City.
6. After considering the recommendation(s) of the Evaluation Committee, the City Manager shall
recommend to the City Commission (if required), in rank order, the response or responses which
the City Manager deems to be in the best interest of the City.
7. The City Commission (if required) shall consider the City Manager's and the Evaluation
Committees recommendation(s) and, if appropriate and required, approve the City Manager's
recommendation(s). The City Commission may also reject any or all responses.
Proposers who fail to pass any stage in this process may be eliminated from further consideration at the
sole discretion of the City.
The City reserves the right to ask any Proposer for clarifications, explanations and/or for additional
information as may be required to carry out the evaluation process.

In order to receive points for M/WBE participation, ERP-SI shall submit a State of Florida, Miami -Dade
County School Board, Miami -Dade County or City of Miami MBE Certification. MIWBE points will be
provided to M/WBE Prime Consultants only.
In order to receive points for Local Participation, ERP-SI shall submit a copy of a current City of Miami
Occupational License with their proposal. Local Participation points will be provided to Prime Consultants
only.

The following table presents the planned schedule for major activities associated with the RFP, proposal
submission and evaluation process. The City reserves the right to change the Schedule of RFP
Activities, including the associated dates and times.

08/27/2004 Last day for ERP Systems Integrators' Questions
due to the City of Miami prior to 2:OOPM
09/13/2004 ERP System Integrator proposals due to the City
of Miami at 2:00PM
09/20/2004 Short-listed ERP Systems Integrators invited to
present to City of Miami Evaluation Team
09/27/2004 — 09/30/2004
ERP System Integrator presentations to the City
of Miami (Key ERP-SI personnel described in this
RFP must be in attendance). ERP Systems
Integrator will limit the presentation to no more
than three (3) hours.
09/30/2004 City of Miami selection committee ranks ERP-SI
10/20/2004 ERP System Integrator contract(s) ready for
execution
10/28/2004 ERP System Integrator contract(s) approved by
City of Miami Commission
11/01/2004 ERP System Integrator begins at the City of Miami
09/30/2005 Significant Phased go -live event before fiscal
year-end 2005
03/31/2006 All phases to be live before the end of the first
quarter 2006
03/31/2006
ERP System Integrator work completed with the
exception of month -end, quarter -end and year-
end assistance.
